Sustainable poverty reduction

Mr. Do Minh Tuan - Chairman of Thanh Hoa Provincial People's Committee - said that in order to achieve the goal of multidimensional, inclusive, sustainable poverty reduction, and to limit re-poverty and poverty generation, Thanh Hoa has mobilized all resources to focus on investing in economic development, perfecting the rural infrastructure system, training vocational skills, creating jobs for workers, rapidly increasing income, improving living conditions and quality of life for the people.

Support the poor and poor households to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standard, improve the quality of life; support poor districts and poor communes to escape poverty and extreme hardship. Thanh Hoa aims to reduce the poverty rate by 1.5% or more by 2024.

In 2024, Thanh Hoa will implement 7 projects including: Supporting investment in developing socio-economic infrastructure in poor districts; Diversifying livelihoods, developing poverty reduction models.

Support production development, improve nutrition; Develop vocational education , sustainable employment; Support housing for poor and near-poor households in poor districts; Communicate and reduce poverty through information; Enhance capacity and monitor and evaluate the program.

In 2022, development investment capital was disbursed VND 254,881 million; disbursed in 2023 was VND 412,052 million (including capital in 2022 transferred to 2023 and capital in 2023).

It is expected that in 2024, the disbursement of development investment capital assigned by the Central Government for the period 2022 - 2024 will reach about VND 1,305,560 million/VND 1,387,293 million, reaching 94% of the capital plan.

From the disbursed career capital in 2021: 37,455 million VND; in 2022: 23,247 million VND; in 2023: 335,273 million VND, it is expected that in 2024, the disbursement of career capital allocated by the Central Government for the period 2021 - 2024 will reach 936,104 million VND/1,328,489 million VND, reaching 70%.

The disbursement of development investment capital from the central budget up to September 2024 is 246,928 million VND. The disbursement of career capital from the central budget up to now is 154,686 million VND.

Mobilizing and effectively using resources

To effectively implement the contents of the plan, Thanh Hoa has focused on leading and directing sustainable poverty reduction work; determining the responsibilities of organizations and individuals, especially the responsibilities of leaders in implementing mechanisms, policies, programs and projects on poverty reduction support.

Focus on urging and speeding up the implementation of projects and sub-projects under the program; complete investment procedures for infrastructure projects in poor districts, vocational training facilities, and job service centers to ensure compliance with regulations.

Ms. Vu Thi Huong, Director of the Department of Labor, Invalids and Social Affairs of Thanh Hoa province, said that in order to effectively carry out support activities and help especially disadvantaged communes as assigned by the Provincial People's Committee, the Department of Labor, Invalids and Social Affairs will advise the province to innovate its approach to poverty reduction and strengthen conditional support policies. Mobilize and effectively use investment resources for poverty reduction, in which the state budget plays a key role.

Maximize the contribution of resources from businesses, organizations, individuals and other social resources to participate in sustainable poverty reduction. Take advantage of investment capital from the Central's targeted poverty reduction investment programs.

According to the sustainable poverty reduction target program for the period 2021-2025. According to the housing support project for poor and near-poor households, the total number of households requesting to build new or repair houses is 8,517, with a total estimated cost of 263,080 million VND.
