Ninh Binh Provincial People's Committee has just submitted a document to the Prime Minister and the Ministry of Construction on a project to study the possibility of forming Ninh Binh International Airport.
According to the report, Ninh Binh International Airport was studied at 5 locations in the province, in which the proposed location is located in the communes: Binh Luc, Binh My and Liem Tuyen ward; about 7km from Phu Ly ward, about 21km from Nam Dinh ward, about 30km from the current center of Ninh Binh province, about 19km from Tam Chuc pagoda tourist area, about 30km from Bai Dinh - Trang An tourist area, about 15km from the center of Hung Yen province.
Take-off and landing direction is in the Northwest - Southeast direction; planning area is about 664 hectares, including 460 hectares of airport area, 189 hectares of civil aviation land, 15 hectares of military land and 1 hectare of VOR/DME station land).
The project is expected to be invested in construction from 2027 and put into operation and exploitation by 2029.

Ninh Binh International Airport is designed according to ICAO level 4E standards, a level I military airport. The preliminary total investment is about 23,216 billion VND, including site clearance costs and excluding loan interest.
The capital structure is supported by the state budget (central and local) and the private sector capital, including equity and commercial loans mobilized by investors. The expected payback period is about 27 years.
According to the People's Committee of Ninh Binh province, the Ninh Binh International Airport project is invested in and built to create economic development space for the southern region of the Red River Delta in general and Ninh Binh province in particular, contributing to the formation of urban areas, economic zones, industrial parks, tourism, services, effectively exploiting land funds, creating new momentum to shift the economic structure of the region, connecting key economic zones.
In addition, if the project can be implemented under the PPP method, all operating, maintenance and exploitation costs during the project life cycle will be borne by the investor, helping to save resources and the state management apparatus.
For the people, the establishment of Ninh Binh International Airport will create conditions to exploit the potentials in the region and locality, connect and promote socio-economic development, convenient traffic will create more job opportunities and increase income for the people. In addition, it will help people travel safely, quickly, and access better services.
For PPP investment enterprises, the project implementation will be carried out, the capital sources of the enterprise will be unlocked, there will be opportunities to access credit capital, joint ventures, associations, investment cooperation, expand production and business, and apply science, technology and construction technology of the enterprise to state projects.
