Policy credit capital contributes to the effective implementation of national target programs in Xuan Phuoc commune.

The delegation included Mr. Nguyen Minh Tien, Chief Specialist of the Department of Infrastructure Development ( Ministry of Finance ); Ms. Le Thi Phi Ha, Director of the Poor Credit Department of the Vietnam Bank for Social Policies (VBSP); Mr. Le Thu Van, officer of the Poor Credit Department of the VBSP.

On the provincial side, there was Ms. Le Thi Thanh Bich, Deputy Director of the Department of Ethnic Minorities and Religions, along with representatives of departments, branches and the Dak Lak Provincial Branch of the Vietnam Bank for Social Policies.

Receiving and working with the delegation were Party Secretary, Chairman of Xuan Phuoc Commune People's Council Dang Van Trong; Chairman of Xuan Phuoc Commune People's Committee Nguyen Ngoc Tuan and representatives of departments, boards, and mass organizations in the commune.

The working delegation of the Central Steering Committee to supervise the implementation of national target programs worked in Xuan Phuoc commune.

As a new rural commune, after the merger, Xuan Phuoc currently has more than 4,600 households with 16,138 people; the poverty rate is 2.46% and the near-poor rate is 7.01%. In the commune, there are two ethnic groups Kinh and Cham living together, of which ethnic minority households account for nearly 2.8%.

According to the Commune People's Committee, in recent times, national target programs have been implemented synchronously and with focus. The direction and administration work has been improved after implementing the two-level local government model, ensuring consistency from commune to village.

Propaganda work is promoted in many forms, contributing to raising awareness, especially in new rural construction and poverty reduction.

In implementing the National Target Program for Sustainable Poverty Reduction, the commune has implemented many projects to support livelihoods and transfer techniques, especially models of breeding cows for poor and near-poor households. Sub-projects on communication, nutrition, vocational education , etc. have also been implemented according to the capital allocation schedule.

The monitoring team surveyed the concrete road from Mr. Nguyen Thai Binh's house to Dong Be in Xuan Phuoc commune, a project invested from the national target program's capital.

Regarding the National Target Program on New Rural Development, Xuan Phuoc currently maintains 19/19 criteria for new rural communes; at the same time, it has achieved 11/19 criteria for advanced new rural communes. The commune has 1 model new rural residential area, 2 model gardens and 7 3-star OCOP products.

The models of "Security Camera", "Traffic Safety School Gate", "Fire Prevention and Fighting Inter-family Team"... are maintained effectively, contributing to maintaining security and order.

Notably, policy credit capital plays an important role in implementing national target programs in the commune. In 2024 and the first 11 months of 2025, Dong Xuan Social Policy Bank Transaction Office disbursed more than 65 billion VND to help 1,043 poor households and policy beneficiaries access capital to develop production; attracted 395 workers to have jobs; more than 1,100 clean water and sanitation works were newly built and renovated...

Total outstanding debt as of November 30, 2025 reached more than VND 102.1 billion, an increase of nearly VND 8.9 billion compared to the end of 2024; overdue debt ratio is 0.05%.

Besides the achieved results, Xuan Phuoc still faces many difficulties such as natural disasters, small-scale production, a part of the people are not bold in applying technology; investment resources for improving new rural communes are still limited.

Speaking at the monitoring session, the delegation representative highly appreciated the commune's initiative, especially in integrating resources, promoting the role of the people as the main subject, and improving the effectiveness of policy credit.

The delegation requested the locality to continue focusing on improving the quality of new rural criteria; speeding up the disbursement of poverty reduction projects; strengthening technical guidance and supporting sustainable livelihoods; and at the same time, proposing that superiors soon allocate more resources for the locality to complete the goals for the 2026 - 2030 period.

On this occasion, the monitoring delegation surveyed two projects implemented with the capital of the Fatherland Front program, including the concrete road from Mr. Nguyen Thai Binh's house to Dong Be and the Cultural House of Phu Xuan A village. The delegation also visited and inspected the use of capital by some households borrowing policy credit loans in the commune.
