Supervising the implementation of national target programs in Suoi Trai commune

On December 8, the working delegation of the Central Steering Committee for supervising the implementation of national target programs (MTQG) led by Mr. Huynh Van Thuan, Deputy General Director of the Vietnam Bank for Social Policies (VBSP) had a supervision session in Suoi Trai commune, a particularly difficult mountainous commune of Dak Lak province.

The delegation included Mr. Vu Duc Lap, Deputy Head of the Planning and Finance Department of the Central Office for New Rural Areas Coordination (Ministry of Agriculture and Environment); Mr. On Tien Dung Sinh, Chief Accountant of the National Office for Ethnic Minorities and Mountainous Areas ( Ministry of Ethnic Minorities and Religions ); Mr. Tran Xuan Tung, Deputy Director of the Capital Planning Department of the Vietnam Bank for Social Policies.

On the provincial side, there were Mr. Dao Thai Hoa, Director of the Dak Lak Provincial Branch of the Vietnam Bank for Social Policies and representatives of relevant departments and branches.

Receiving and working with the delegation were Party Secretary, Chairman of Suoi Trai Commune People's Council Nguyen Dinh An; Chairman of Suoi Trai Commune People's Committee So Da and representatives of departments, boards, and mass organizations in the commune.

According to the report of the Commune People's Committee, Suoi Trai was established on the basis of merging 3 communes of Suoi Trai, Ea Cha Rang and Krong Pa. The commune has 15 villages and hamlets with more than 11,300 people of 19 ethnic groups; currently there are 663 poor households (27.73%) and 352 near-poor households (14.72%).

Production conditions mainly rely on agriculture and forestry; while natural disasters and floods often cause damage, greatly affecting life and the progress of program implementation.

Immediately after its establishment, the Commune People's Committee has completed the Steering Committee for National Target Programs, issued many specialized plans to implement National Target Programs for socio -economic development in ethnic minority and mountainous areas, sustainable poverty reduction, and new rural construction in the area.

Resource allocation, program integration, and implementation supervision are carried out promptly and in accordance with regulations.

Propaganda work is focused on by the commune, fully informing resolutions and directives related to social policy credit, poverty reduction, new rural areas... helping to raise awareness of cadres and people.

In the National Target Program for Sustainable Poverty Reduction, many policies to support the poor and near-poor have been effectively implemented, especially livelihood support, preferential loans and production model development.

The component projects were disbursed on schedule, helping people have the opportunity to invest in livestock and crop farming, improving their income. The poverty rate has gradually decreased over the years.

The National Target Program on New Rural Development continues to be widely implemented. Up to now, the commune has achieved 11/19 criteria; many infrastructure items such as electricity, roads, schools, and stations have been invested; 100% of villages and hamlets have cultural houses; two kindergartens meet national standards level 1. The movement "Joining hands to build new rural areas" has spread strongly, creating consensus among the people.

Notably, the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas disbursed over VND90 billion. Housing support alone has helped 51 households build solid houses; activities to support production land, job conversion, and domestic water have been widely implemented with a total allocated capital of over VND6.1 billion.

Projects to develop production along the value chain, preserve culture, and train to improve community capacity have also achieved many positive results.

By November 30, 2025, the total outstanding policy credit balance in the commune reached VND 116.39 billion, an increase of more than VND 4.8 billion compared to the end of 2024, the growth rate reached 4.3%, with 1,875 customers with outstanding debt; overdue debt accounted for 0.24%.

Preferential capital has helped hundreds of households have conditions for production and business, escape poverty, create new jobs, improve their lives; and contribute to changing the face of rural areas...

Despite many achievements, Suoi Trai commune still faces difficulties such as: high poverty rate, small-scale production, limited capital sources for programs compared to demand; unsynchronized infrastructure; slow innovation in people's production practices. Disbursement of some capital sources is still slow; natural disasters affect people's ability to repay debts.

At the monitoring session, the Commune People's Committee recommended that the Central Government and the Province continue to provide funding for national target programs, especially capital for production development, job creation and new rural construction. At the same time, it proposed to promptly adjust some capital allocation mechanisms to suit the reality of the newly merged locality, which still faces many difficulties.

Concluding the monitoring session, Deputy General Director of the Vietnam Bank for Social Policies Huynh Van Thuan acknowledged the efforts of Suoi Trai commune in implementing the Fatherland Front programs in recent times. Mr. Thuan suggested that the locality continue to promote the role of the people as the main subject, replicate effective models, and create motivation for people to develop the economy and escape poverty sustainably.

Regarding policy credit capital, the Deputy General Director of the Social Policy Bank requested that the locality and associations coordinate with the Son Hoa Social Policy Bank Transaction Office to review and synthesize the capital needs of local people, report to the province and the central government to supplement loan capital, helping people have conditions for production and business, improve their lives...

On this occasion, the delegation surveyed two projects invested by the National Target Program, which are the project to upgrade the cement concrete road surface of Le B village, with an investment capital of more than 1.1 billion VND; and the Cultural House of Kham village, with an investment capital of more than 1 billion VND.

In addition, the delegation also visited families benefiting from national target programs in Kien Thiet village, Suoi Trai commune.
