On April 17th, the Ninh Binh City Steering Committee for Disaster Prevention and Search and Rescue organized a conference on coordinating civil defense, disaster prevention and search and rescue (PCTT&TKCN); fire prevention, forest fire prevention, and building collapse rescue in 2024.
The conference was attended by representatives from the Provincial Military Command, the Ninh Binh City People's Committee, and the wards and communes in the area.
In 2023, the City's Steering Committee for Disaster Prevention and Search and Rescue actively and proactively coordinated with relevant agencies and units to advise the City People's Committee on developing plans and making good preparations in terms of personnel, vehicles, materials, and equipment; closely coordinating with military units, city departments and agencies, and communes and wards to organize effective coordination and readiness for evacuation, bracing, and reinforcing structures, warehouses, barracks, houses, dikes, embankments, and culverts in the event of storms and floods.
During the year, heavy rains damaged 83.4 hectares of rice and other crops, and 3 hectares of aquaculture. The city did not experience any major flooding, fires, forest fires, or building collapses, and there were no casualties.
At the conference, delegates discussed and proposed proactive solutions for disaster prevention and search and rescue, clearly identifying key areas requiring measures for disaster prevention and search and rescue; fire prevention, forest fire prevention, and building collapse rescue; and discussed and organized close coordination between military and police units in disaster prevention. The draft plan for coordinated civil defense, disaster prevention and search and rescue, fire prevention, forest fire prevention, and building collapse rescue for the city in 2024 was approved.
In 2024, weather and climate forecasts continue to be complex; prolonged periods of sunshine and heat, high temperatures leading to the possibility of early and prolonged storms and tropical depressions, which could pose dangers to the population and hinder search and rescue efforts in the event of an incident.
To ensure effective disaster prevention and rescue work, the City's Disaster Prevention and Rescue Command Board continues to implement comprehensive solutions to raise awareness, responsibility, and effectively carry out disaster prevention and rescue work; fire prevention and control, forest fire prevention, and building collapse rescue.
Thorough preparation in all aspects, effectively implementing disaster prevention and search and rescue (DP&SR) plans; fire prevention and control, forest fire prevention, and collapse rescue with the motto: proactive prevention, detection, and timely handling. Good preparation of the "4 on-the-spot" plan: on-the-spot forces, on-the-spot materials and equipment, on-the-spot logistics, and on-the-spot command.
When a situation arises in the area, the City's Steering Committee for Disaster Prevention and Search and Rescue directs the City's Military Command and the Military Commands of communes and wards to proactively mobilize local forces, equipment, and supplies, coordinate with relevant agencies and departments, closely cooperate with reinforced military units, prepare forces and equipment according to plan, and quickly mitigate the consequences of natural disasters; ensuring the safety of disaster prevention and control structures, and protecting people and property of the State and the people.
At the conference, the leaders of the City People's Committee and representatives of the commanding officers of the units signed a memorandum of cooperation on disaster prevention and rescue; fire prevention and control, forest fire prevention and control, and building collapse rescue for 2024.
