According to Decision No. 556/QD-TTCP dated October 9, 2023, of the Inspector General of the Government , Mr. Le Tien Dat, Chief of the Party and Mass Organization Office, was transferred, reassigned, and appointed to the position of Director of the Department of Supervision, Appraisal, and Post-Inspection Handling.
Decision No. 568/QD-TTCP dated October 9, 2023, of the Inspector General of the Government assigns the transfer and appointment of Mr. Trinh Van Toan, Deputy Director of the Personnel and Organization Department and Secretary to the Inspector General of the Government, to the position of Chief of the Party and Mass Organizations Office and Secretary to the Inspector General of the Government.

On behalf of the 19 civil servants and officials who received decisions on rotation, transfer, and appointment to leadership positions at the departmental level of the Government Inspectorate, Mr. Tran Dang Vinh, the new Director of the Legal Department, respectfully thanked Comrade Doan Hong Phong, Member of the Central Committee of the Party, Secretary of the Party Committee, Secretary of the Party Committee, and General Inspector of the Government Inspectorate; the members of the Party Committee, the Standing Committee of the Party Committee of the Government Inspectorate, and all civil servants of the Government Inspectorate for their attention in the rotation, transfer, and appointment of officials.
According to the new Director of the Legal Department, this round of transfers, assignments, and appointments of departmental-level leaders is considered a strong breakthrough in organizational and personnel work, aiming to strengthen the team of departmental-level leaders of the Government Inspectorate, contributing to the prevention of corruption and negative practices within the inspection agency and creating further impetus for the successful completion of the tasks of the Government Inspectorate and the inspection sector.
"We recognize that being transferred, reassigned, and appointed by the leaders this time is a great honor and source of pride, but it is also a great responsibility, requiring each of us to continue to train, strive, constantly learn, improve our abilities and qualifications, and absorb more experience in our work to meet the requirements of the task."
The Director of the Legal Department also expressed his hope to continue receiving the attention and support of the leaders of agencies and units, as well as the staff, in order to successfully complete the assigned tasks.
Speaking at the conference, on behalf of the Party Committee and the leadership of the Government Inspectorate, the Chief Inspector of the Government Inspectorate, Doan Hong Phong, congratulated the 19 comrades who were transferred, reassigned, and appointed on this occasion.
The Inspector General of the Government affirmed that this rotation, transfer, appointment, and reassignment of positions was carried out in accordance with the regulations of the Party and the State; especially, Regulation No. 65 dated April 28, 2022, of the Politburo on cadre rotation; Regulation No. 205 dated September 23, 2019, of the Politburo on controlling power in cadre work and combating bribery for positions and power; and the 2018 Law on Prevention and Combat of Corruption.
In particular, for the Government Inspectorate, an agency with the function of preventing and combating corruption and negative practices, the rotation, reassignment, and transfer of personnel to different positions becomes even more urgent and must be implemented to "prevent corruption and negative practices within the very agency responsible for preventing and combating corruption and negative practices," as directed by General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on Anti-Corruption and Negative Practices.
The Inspector General of the Government also emphasized that this rotation, transfer, appointment, and reassignment of positions was carried out by the Party Committee in accordance with Regulation No. 80 dated August 18, 2022, of the Politburo on the decentralization of personnel management and appointments; and in accordance with the procedures stipulated in Government Decree No. 138/2020 and Plan No. 766 dated March 20, 2023, of the Government Inspectorate.
Specifically, the process has adhered closely to the objectives, requirements, principles, scope, and target groups as stipulated, with the focus on: ensuring that the rotation, transfer, and reassignment of positions are carried out in accordance with the Party's guidelines and the State's policies and laws to build a team of Government Inspectorate officials capable of fulfilling their duties in the new situation; creating an environment for planned officials to receive training, development, and practical experience to meet all job requirements; and overcoming closed-mindedness, parochialism, and preventing corruption and negative practices within units under the Government Inspectorate.
Furthermore, the rotation, transfer, and reassignment of personnel must be carried out rigorously, objectively, democratically, openly, and transparently. The policy of training and developing planned personnel must be ensured. Personnel with excessively long service periods (over 5 years) in a single department, division, or unit should be reassigned. Personnel reassignment should be carried out in accordance with the spirit of Political Bureau Notice No. 20/2022, and those whose conduct in the performance of their duties has been subject to public criticism for negative behavior that affects their personal and agency reputation. The rotation, reassignment, and reassignment of personnel should be combined to ensure harmonious and rational arrangement within the overall staff of the Government Inspectorate. Personnel rotation and reassignment should occur between different sectors or within the same sector…
“The rotation, assignment, appointment, and transfer of personnel positions is a very important aspect of personnel work. Personnel work is of paramount importance in the building and rectification of the Party; as President Ho Chi Minh taught: ‘Cadres are the root of all work, the success or failure of all things depends on whether the cadres are good or bad, selecting cadres is the first step but determines the final outcome’,” the Inspector General of the Government affirmed.
Therefore, in the leadership and guidance process, the Party Committee always attaches great importance to personnel work, considering it the "key of keys." Doing a good job in personnel work will contribute to preventing and combating negativity and corruption, and strengthening the control of power in the performance of official duties by inspection officials. The Party Committee, the collective leadership, and the Party committees of the relevant departments, divisions, and units have discussed and exchanged ideas in a systematic, careful, cautious, democratic, objective, and compliant manner, with a high spirit of unity from top to bottom. This is the first time in nearly 78 years of the Inspection sector that the Government Inspectorate has rotated, transferred, appointed, and changed positions.
The Inspector General of the Government requested that the 19 leaders at the departmental level who were rotated, transferred, and appointed this time continue to promote unity, professional competence, and leadership and management skills to strive to excellently fulfill all tasks in their new positions;
At the same time, we express our hope that the departmental leaders will continue to train, strive, cultivate their ethics and qualities, and improve their leadership capacity so that together with the leadership team and the Party committee of their respective units, they can lead and direct the successful completion of assigned tasks, contributing to the building and development of the Government Inspectorate and the inspection sector.
