Removing difficulties in supporting ethnic minorities

On December 18, the Conference to evaluate the implementation results of the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas, Phase I (2021 - 2025) took place in Thai Nguyen City.

Overview of the conference.

According to the report, the resources for implementing the Program of 19 Northern provinces are over 47,157 billion VND. By the time of assessment, 5/8 basic target groups have basically achieved the plan. Localities that have completed well on schedule include: Vinh Phuc , Quang Ninh, Hanoi, Thai Nguyen... The poverty rate among ethnic minorities has reduced by an average of 3.2%/year, the average income of 19 provinces in the region is currently 52.7 million VND/person/year, estimated to reach 57.8 million VND/person/year by the end of the period.

At the Conference, many delegates hoped that the Central Government would soon complete and promulgate mechanisms and policies to implement the Program Phase II from 2025 so that localities could promptly review; overcome difficulties and obstacles, and propose adjustments in the implementation practice of the next phase. It was proposed that the Central Government allocate capital according to the total level, and delegate the authority to allocate detailed capital for contents and projects to the provincial level based on actual needs and the level of completion of the Program's tasks...

In his concluding remarks at the Conference, Minister and Chairman of the Ethnic Committee Hau A Lenh requested ministries, branches, members of the Central Steering Committee, and presiding agencies to fully absorb opinions and recommendations from localities, as a basis for studying solutions to overcome and remove difficulties.

Localities need to strengthen inspection, supervision, and evaluation of implementation results, review, promptly detect shortcomings and limitations, and propose implementation contents in the coming period to ensure they are close to reality and consistent with the ability to balance resources. In the 2026 - 2030 period, the Program needs to focus on specific, practical goals that are suitable to the characteristics of each locality, ensuring feasibility and effectiveness...
