The press conference announcing the plan for organizing the high school graduation exam and recognizing high school graduation from 2025 will take place on the afternoon of November 29th. This is a topic that always attracts public attention because 2025 is the first year that students will graduate from the 2018 general education program.

Previously, the Ministry of Education and Training (MOET) submitted a draft plan for organizing and recognizing high school graduation from 2025 to the Deputy Prime Minister. In the draft, the MOET stated that it had sought opinions from localities and experts on the appropriate number of subjects for the high school graduation exam, considering three options: 4+2, 3+3, and 2+2.

Based on objective analyses, feedback, and core principles in the development of the examination plan, the Ministry proposes that the high school graduation exam from 2025 be conducted under the 2+2 model. Under this model, each candidate will take four subjects, including compulsory Literature and Mathematics, and can choose two subjects from the 12th-grade curriculum (Foreign Language, History, Physics, Chemistry, Biology, Geography, Economics and Law Education, Informatics, Technology).

According to the Ministry of Education and Training, this exam organization method is considered the most streamlined and least burdensome, and it will address the imbalance in the number of students choosing social sciences over natural sciences in recent years. Furthermore, the 2+2 exam method has the advantage of reducing exam pressure for students and lowering costs for students' families and society as a whole (students only have to take 4 subjects instead of 6 as currently). The number of exam sessions is also reduced.

At the same time, the Ministry of Education and Training also sought opinions from officials and teachers of high schools nationwide, and consulted with leaders of provincial Departments of Education and Training on the remaining two options in the proposal.

Option 1 (4+2 Choice): Candidates must take 6 subjects, including 4 compulsory subjects (Literature, Mathematics, Foreign Language, History) and 2 elective subjects from the remaining 12th-grade subjects.

For candidates studying in the Continuing Education program (these candidates are not required to study a foreign language), they must take 5 subjects, including 3 compulsory subjects (Literature, Mathematics, and History) and 2 elective subjects chosen from the remaining subjects studied in grade 12.

Option 2 (Option 3+2): Candidates must take 5 subjects, including 3 compulsory subjects (Literature, Mathematics, and Foreign Language) and 2 elective subjects chosen from the remaining subjects studied in grade 12 (including History).

Candidates studying in the Continuing Education program (this group of candidates is not required to study a foreign language) must take 4 subjects, including 2 compulsory subjects (Literature and Mathematics) and 2 subjects of their choice from the remaining subjects studied in grade 12.

According to the Ministry of Education and Training, the high school graduation exam from 2025 onwards will continue to be implemented in a strongly decentralized manner, with localities taking full responsibility for organizing the exam in their respective provinces and cities according to their management authority.
