In the first 10 months of 2024, the growth of Vietnam's B2C e-commerce market reached 18-20%, fulfilling the target set by the Government .
According to a report from the Ministry of Industry and Trade summarizing the implementation of Government Resolution No. 01/NQ-CP of 2024 and proposing directions and tasks for 2025 to be included in the 2025 Resolution, submitted to the Ministry of Planning and Investment, the B2C e-commerce market growth in the first 10 months of 2024 reached 18-20%, fulfilling the target set by the Government.

To promote the development of trade infrastructure, the Ministry of Industry and Trade has coordinated with ministries, sectors, localities, and businesses to implement criteria and standards for trade infrastructure; focusing on promoting the development of e-commerce infrastructure, creating momentum for the development of the digital economy and e-commerce, contributing to creating new development opportunities.
Accordingly, the Ministry of Industry and Trade has built and operated the Vietnam Electronic Contract Development Platform with the goal of supporting organizations, businesses, and individuals in checking, processing, and centralizing information on electronic contracts of individuals, businesses, and organizations in commercial activities; and built and operated the KeyPay online payment support platform to develop the national e-commerce payment system and payment infrastructure to support public administrative services. KeyPay has been helping units and ministries overcome difficulties and obstacles when applying and deploying online payments in online public administrative services.
KeyPay also contributes to promoting the development of e-commerce, specifically: promoting the development of G2B and G2C e-commerce; building the habit of using cashless payments in electronic transactions among people and businesses...
In addition, to strongly develop the digital economy, the Ministry of Industry and Trade continues to review, require, and guide businesses, organizations, and individuals owning e-commerce websites/applications to update information and policies, and supplement dossiers to meet the regulations in Decree 85/2021/ND-CP. It also requires and guides businesses and organizations owning websites/applications providing services to upgrade their online.gov.vn portals to meet the new regulations of Decree 85/2021/ND-CP. Furthermore, it coordinates with provincial Departments of Industry and Trade to review foreign-invested enterprises providing e-commerce services in Vietnam.
Supporting businesses in applying digital technology and e-commerce in their production and business activities; implementing solutions to support import and export businesses in declaring Certificates of Origin (C/O) using the Vsign form (ecosys.gov.vn) and services to support the declaration of origin of goods; implementing solutions and programs to connect the consumption of goods in the domestic market and promote exports through cross-border e-commerce; proactively providing information on activities, events, and outstanding issues related to e-commerce and the development of the digital economy in the Industry and Trade sector so that the community can update and grasp information; organizing regional linkage programs in the development of e-commerce.
Implementing the 2024 Online Shopping Day event; building and deploying a unified e-commerce platform for all 63 provinces/cities (sanviet.vn), aiming to connect and create a platform to support both sellers, buyers, and digital platforms in providing goods and services, gradually building a centralized online retail database from the central to local levels, helping end consumers buy quality products at reasonable prices.
Simultaneously, we are implementing the Go Export program to support export businesses through e-commerce; building and implementing the online import-export ecosystem initiative (EcomEx) to support Vietnamese export businesses at Vietnamexport.com; and a website to support businesses in electronically declaring origin of goods to the Ministry of Industry and Trade (Vsign.vn)...
Building on the achievements of 2024, in 2025, the Ministry of Industry and Trade will continue to promote the development of e-commerce to more effectively exploit the strong growth of the digitalization trend in the economy; continue to improve the legal framework, promote the development of e-commerce, closely monitor the development of e-commerce worldwide and domestically to promptly issue policies to manage and promote the development of e-commerce in Vietnam.
Effectively manage e-commerce activities and organize effective supervision and enforcement of e-commerce laws as stipulated in Decree No. 52/2013/ND-CP dated May 16, 2013; Decree No. 85/2021/ND-CP dated September 25, 2021; and relevant guiding circulars.
Submit to the Prime Minister the National E-commerce Development Master Plan for the period 2026-2030; proactively connect and share data between ministries, sectors, and localities; coordinate with the National Steering Committee 389, the Ministry of Public Security, etc., to exploit information and prevent counterfeit, fake, and substandard goods.
Maintain and strengthen coordination with market management agencies, the Cyber Security and High-Tech Crime Prevention Department - Ministry of Public Security, the Ministry of Science and Technology, the Ministry of Information and Communications, and relevant units in inspecting, checking, and monitoring compliance with e-commerce laws by businesses, according to the plan approved by the Minister of Industry and Trade.
Continue to strengthen communication, update and publish information warning about fraudulent and deceptive commercial practices, and the misuse of e-commerce to alert consumers; implement activities and events to promote the development of e-commerce and the digital economy in the Industry and Trade sector, such as: orientation and consulting programs on e-commerce for students nationwide; National Online Shopping Week; support key export industries, expand consumption of domestic goods and promote the development of e-commerce in localities...
