On the afternoon of June 24, the National Assembly discussed the results of monitoring the settlement of voters' petitions sent to the 8th session of the 15th National Assembly.

Don't let the lower level exam be difficult but the higher level exam be easy.

Presenting his opinion during the discussion, delegate Nguyen Anh Tri (Hanoi) proposed issuing a list of specialized industries and occupations to meet the requirements of socio -economic development, national defense and security.

Accordingly, the Law on VocationalEducation 2014 stipulates tuition exemption for students studying specialized majors and professions as prescribed by the Government.

However, nearly 11 years after the law took effect, this tuition-free policy has not been implemented because the list has not been issued.

"I am very surprised about this. Is it so difficult that it cannot be done that it has been left unresolved for 11 years? A very humane, correct, and necessary policy has been delayed like this," Mr. Tri said.

He proposed that the National Assembly Standing Committee recommend the Government direct the ministry to urgently advise, develop and submit to the Government for promulgation the above list to soon implement this preferential policy...

Mr. Tri also said at the 8th session that he pointed out a "very strange thing in our country, that is, the exams at the lower levels are very difficult, but the exams at the higher levels are easier."

"The entrance exam to secondary school, even the entrance exam to primary school, especially secondary school is very difficult, 1 against 18 and this year seems to be bustling...

But for those who take the master's exam, especially the doctoral exam, doing research is not too difficult, even very easy, everyone knows this. It's strange, the exam is strange...", Mr. Tri stated.

He suggested that the examination system should be reorganized in the direction of taking tests in primary school, "just for fun, so that children know what studying is like". In secondary school, up to grade 11, there will be exams, but the exams are to "select out the weak students, to tutor them".

"There is only the final exam and it is also early, so the graduation exam should be separated into a normal exam, easy exam, and the university entrance exam should be more difficult...", Mr. Tri added.

In conclusion, Vice Chairman of the National Assembly Tran Quang Phuong proposed to strengthen the organization of exams in a scientific manner.

He asked the Minister of Education and Training to direct research to improve the exam so that it is easier for lower levels, but more difficult as we go up, "not to make it difficult for lower levels but easy for higher levels".

Giving her opinion on the discussion, delegate Tran Thi Thanh Huong (An Giang) mentioned the shortcomings in handling noise violations.

She said noise is not only a temporary annoyance, but also negatively affects quality of life.

This is an issue that has been raised for a long time and ministries, branches and localities have focused on directing the handling of violations, but in general, thoroughly resolving it still faces many difficulties.

Noise pollution continues to cause a lot of frustration among some voters in urban areas, as well as in rural areas.

She pointed out that there are many problems, such as noise pollution control is regulated in many different legal documents such as the Law on Environmental Protection, the Law on Road Traffic, Decree 08, Decree 45 of the Government...

There are still many problems in determining the basis, such as according to Decree 45 of the Government, in order to have a basis for handling violations, it is necessary to measure with specialized equipment. The person who measures noise must also be granted a training certificate.

Meanwhile, the district level in the past and the commune level in the present also have difficulty finding people who meet the requirements. In addition, the agency that recognizes the results must also be certified to practice in the field of natural resources and environmental monitoring.

"It can be said that, given the current situation where the compliance awareness of a part of the population is not high, more synchronous and drastic solutions are needed.

Therefore, in addition to strengthening propaganda, education and mobilization, it is recommended that central ministries and branches research and systematize legal regulations related to noise pollution in a more synchronous, clear and specific direction.

"It is necessary to focus on setting noise limits appropriate to the characteristics of each area, and increase the application of measurement methods using automatic monitoring mechanisms through the application of modern technologies," Ms. Huong suggested.

She emphasized the need to specifically define the handling process and have strict sanctions for violations to make it more open, transparent and feasible.

In particular, it is more suitable for the current two-level local government organization to contribute to more effective prevention of noise pollution...
