On the afternoon of June 25, Prime Minister Pham Minh Chinh had a Policy Dialogue with World Economic Forum (WEF) Executive Chairman Borge Brender on the topic: "Vietnam - the era of rising up: Vision to action".

Policy dialogue with the Vietnamese Prime Minister was a highlight of the 16th WEF Pioneers Annual Meeting in Tianjin, China.
The fact that Prime Minister Pham Minh Chinh is a special guest at the National Policy Dialogue with WEF Leaders this year further affirms the forum's importance to Vietnam, as well as the Prime Minister of Vietnam personally.
At the Dialogue, Prime Minister Pham Minh Chinh and WEF Executive Chairman Borge Brender discussed many issues, notably Vietnam's new vision and policy orientation for the new development era; Vietnam's experience in building an independent and self-reliant economy associated with deep international integration; and Vietnam's foreign policy in the face of international geopolitical instability.
Mr. Borge Brender expressed his impression of Vietnam's socio-economic achievements over the past years. According to him, despite challenges and risks, Vietnam's economy has maintained its growth momentum and is a bright spot in the global economy. Vietnam is a success story of adaptation and development.
Responding to a question from WEF President Borge Brende about what helps Vietnam to be one of the few economies with fast growth in the context of a downward trend in global economic growth, the Prime Minister said that Vietnam aims to become a developed, high-income country by 2045 and to achieve that, Vietnam must achieve a Gross Domestic Product (GDP) growth rate of 8% in 2025 and increase to double-digit levels in the coming years.
Prime Minister Pham Minh Chinh affirmed that Vietnam has every basis to achieve this goal. First of all, it is the trust and steadfastness in the development path based on Marxism-Leninism, Ho Chi Minh Thought, combined with the national cultural identity that has been forged over more than 4,000 years of history; absolute faith in the political system under the leadership of the Communist Party of Vietnam, along with the State apparatus "of the people, by the people and for the people"; and the development process with the full and proactive participation of the people - the source of all strength because "resources originate from thinking, motivation originates from innovation, strength originates from the people".
The Prime Minister also emphasized that Vietnam is currently the third largest economy in Southeast Asia and is approaching the upper middle-income threshold. Vietnam has signed 17 free trade agreements (FTAs) with 60 economies, including many large markets, and is among the top 20 economies in terms of trade with a highly open economy.
In addition, Vietnam has accumulated a lot of experience in dealing with crises and challenges over time. The Prime Minister expressed his belief that Vietnam will achieve higher growth in the coming years, especially in the next 5 years, although difficulties and challenges always exist in the development process.
WEF President Borge Brende highly appreciated Vietnam's foreign policy and hoped that Vietnam would share its experience in balancing relations with major countries in a world of increasingly fierce strategic competition.
The Prime Minister affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, diversification, and multilateralization; is a good friend and reliable partner of all countries in the world; and is a responsible member of the international community; while implementing the "Four No's" defense policy.
In terms of trade and economy, Vietnam proactively diversifies markets, products, supply chains and production chains to ensure enough room for adjustment and adaptation to fluctuations.
With that policy, Vietnam has increasingly expanded economic and trade relations with many countries, of which China and the US are Vietnam's two largest markets, accounting for 50% of total import and export turnover.
Sharing the view of putting the past behind, enhancing dialogue, exploiting similarities, and looking towards the future, Prime Minister Pham Minh Chinh said that Vietnam and the US have transformed from former enemies to comprehensive strategic partners.
The Prime Minister emphasized: “Everyone has a past, present and future; but no one lives for the past, but for the present and the future; everyone needs to have the will, humanity, be kind, do good things for themselves and for those around them in a spirit of sincerity, trust, and always hope for a better future.”
The Dialogue session of the Prime Minister was highly appreciated and warmly welcomed by WEF President Borge Brende as well as delegates. Immediately after the Dialogue session ended, many delegates and international scholars raised many questions and were shared by the Prime Minister regarding Vietnam's strategic breakthrough reforms in recent times such as institutions, infrastructure, human resources, especially market economic institutions, administrative reform, decentralization, delegation of power, reorganization of the political system and organization of two-level local governments.
The sharing of Prime Minister Pham Minh Chinh conveyed a strong message about a Vietnam that is ready for breakthrough development from thinking, vision to specific actions, creating a solid foundation to bring Vietnam into a new era of development, an era of national growth.

With the theme "Entrepreneurship for a New Era", WEF Tianjin 2025 is attended by more than 1,700 delegates including senior leaders, representatives of agencies, ministries, international organizations, experts, scholars and business leaders from nearly 100 countries around the world.
Prime Minister Pham Minh Chinh and five heads of state/government, including Chinese Premier Li Qiang, Singaporean Prime Minister Lawrence Wong, Senegalese Prime Minister Ousmane Sonko, Ecuadorian President Daniel Noboa and Kyrgyzstani Prime Minister Adylbek Kasymaliev, attended the plenary opening session.
Within the framework of the conference, Prime Minister Pham Minh Chinh attended and spoke at a number of important discussion sessions and was a special guest of the National Policy Dialogue on the topic "Vietnam - The Era of Rising: Vision to Action".
The 16th annual WEF Pioneers Meeting takes place from June 24-26 with more than 120 exchange and connection activities. The content of the discussion sessions will revolve around 5 main topics: Decoding the world economy, focusing on new growth trends in the context of fragmented geo-economy, inflation and unstable supply chains; China's outlook, discussing development models based on technology, AI, next-generation industry and market reform; Industrial transformation, with contents on smart manufacturing, AI, clean energy technology and supply chain adaptation; Investing for people and the planet, focusing on digital skills, climate finance, gender equality in technology and public-private partnership; and Energy and new materials, discussing renewable energy, electricity storage, green industrial materials and next-generation nuclear technology.
