Both projects are behind schedule.
Reporting to the Deputy Minister of Transport , the My Thuan Project Management Board stated that the Cao Lan - Lo Te route upgrade project has one construction package implemented by a consortium, with a contract value of 819.84 billion VND.
Construction on the Cao Lanh - Lo Te route is underway on a large scale.
The main work includes leveling and reinforcing the main road surface with asphalt concrete (19.69km), constructing access roads (27.76km), constructing bridges on access roads (29 bridges), and constructing the Lo Te intersection.
The project commenced on April 10, 2024. Construction is scheduled to take 630 days and is expected to be completed on December 31, 2025.
Currently, the contractor is deploying 15 construction teams on the site (6 bridge sections including 5 access road bridges and 1 overpass bridge, the Lo Te intersection and 9 road sections).
Despite vigorous implementation efforts, the project's progress has only reached 2.22%, lagging behind the planned construction schedule.
Despite considerable efforts, the construction progress of the Lo Te - Rach Soi route has not met the set requirements.
As for the Lo Te - Rach Soi route, the project has one construction package also being carried out by a consortium of contractors. The total contract value is 608.129 billion VND.
The main work involved treating the crushed stone base layer using a recycled solution of foamed bitumen, cement, and reinforced asphalt concrete over a distance of approximately 48.7 km, treating the foundation and extending the transition slab at 38 box culverts, and expanding and adding emergency stopping lanes.
The project commenced on June 13, 2024. The contract duration is 450 days, with expected completion on September 5, 2025. However, the cumulative output according to the contract has only reached 0.37%.
Focus on construction and accelerate progress.
Due to difficulties encountered during construction, for the Cao Lanh - Lo Te route, the My Thuan Project Management Board has requested the Ministry of Transport to send a document to the People's Committee of Dong Thap province to expedite the relocation of technical infrastructure. The People's Committee of Can Tho city is urged to accelerate compensation, support, and resettlement at the Lo Te intersection.
The My Thuan Project Management Board has proposed removing obstacles on the Cao Lan - Lo Te and Lo Te - Rach Soi routes.
The Board requests the Ministry to consider and provide feedback to the People's Committee of Dong Thap province regarding the introduction of a new sand mine for the project. The Board agrees in principle with the specialized agencies (Vietnam Expressway Administration) and the receiving agency for exploitation (Vietnam Road Administration) that each completed item will be inspected, handed over, and exploited.
Regarding the Lo Te - Rach Soi route, the Committee recommends that the Ministry consider extending the traffic diversion sections for construction because, according to the agreement approved by Road Management Area IV, the length of a single construction front should not exceed 300m. Deputy Minister of Transport Nguyen Xuan Sang directed that construction be accelerated and the progress of the Cao Lan - Lo Te and Lo Te - Rach Soi routes be expedited.
Deputy Minister of Transport Nguyen Xuan Sang basically agreed with the recommendations of the My Thuan Project Management Board regarding proposals related to the construction of the Cao Lan - Lo Te and Lo Te - Rach Soi routes.
In addition, the Deputy Minister also directed the Board to actively work with relevant units and Can Tho city to promptly resolve obstacles related to land clearance for the Lo Te - Rach Soi route.
Actively coordinate with Dong Thap province to review, assess, and promptly complete all relevant documents and procedures to bring sand to the construction site of the Cao Lan - Lo Te route.
Contractors are increasing manpower and equipment, devising appropriate solutions, and focusing on construction to accelerate the progress of assigned tasks related to these two important projects.
The Cao Lanh - Lo Te route starts at the An Binh intersection in An Binh commune, Cao Lanh district, Dong Thap province, and ends at the Lo Te - Rach Soi route in Can Tho city. The project has a total length of approximately 28.8 km, with a total investment of about 950 billion VND.
The Lo Te - Rach Soi route, which commenced construction on January 17, 2016, was completed and put into operation on January 12, 2021, shortening travel time from Can Tho city to Kien Giang from 90 minutes to 50 minutes. From the moment it opened, authorities strictly prohibited all non-motorized vehicles and two-wheeled vehicles from using this route.
