(MPI) - On the afternoon of December 13, 2024, Deputy Minister of Planning and Investment Tran Quoc Phuong, Vice Chairman of the Appraisal Council chaired the meeting of the Appraisal Council for the Feasibility Study Report of the Tan Phu (Dong Nai Province) - Bao Loc (Lam Dong Province) Expressway Construction Project under the public-private partnership model. The meeting was attended by representatives of the Ministries of Transport; Finance; Construction; Public Security; National Defense; Justice; Natural Resources and Environment; Agriculture and Rural Development; Culture, Sports and Tourism; Science and Technology; State Bank of Vietnam, Dong Nai Provincial People's Committee, Lam Dong Provincial People's Committee. Also attending were representatives of relevant units under the Ministry of Planning and Investment and representatives of departments and branches of Lam Dong and Dong Nai provinces.
The Tan Phu - Bao Loc Expressway Construction Project under the PPP method was approved by the Prime Minister in Decision No. 1386 QD-TTg dated November 10, 2022. The project is about 66km long, (11km in Tan Phu district, Dong Nai province; 55km in Lam Dong province). The project is invested and built according to expressway standards, with a design speed of 80km/h. In the phased phase, the Tan Phu - Bao Loc Expressway has a 17m wide roadbed with 4 lanes, with emergency stops arranged intermittently at a distance of 4-5km/location.
At the meeting, the Council members gave their opinions on the Project Adjustment Pre-Feasibility Study Report; Report of the Standing Body of the Appraisal Council. The opinions were basically in agreement with the content of the draft report as well as the necessity of the project; at the same time, they gave their opinions on specific contents such as the delegates focused on discussing the contents of changes and adjustments compared to the approved contents; scale, investment phases; design plan, project techniques; capital sources and capital balancing ability; feasibility of the financial plan; investment efficiency forecast; conformity with the national socio-economic development strategy and plan and related planning; conformity of projects with the provisions of the PPP Law and specialized laws on the investment field; conformity with the provisions of relevant laws; on state capital and capital appraisal and capital balancing ability;...
Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep thanked the delegates for their valuable comments and affirmed that Lam Dong Provincial People's Committee will direct relevant units to urgently study, absorb and complete the dossier to carry out the next steps according to regulations.
The investment in the construction of the Tan Phu - Bao Loc expressway is necessary to meet the increasing demand on the transport corridor connecting the provinces of the Southeast region with the Central Highlands region, shortening travel time and reducing traffic congestion and accidents on National Highway 20; contributing to the socio-economic development of the two localities of Dong Nai and Lam Dong; in accordance with the expressway development plan approved by the Prime Minister; making an important contribution to expanding the space, building and developing Da Lat city, Lam Dong province into a modern urban area.

Concluding the meeting, Deputy Minister Tran Quoc Phuong highly appreciated the working spirit of the Council members and suggested that based on the opinions, the standing agency (Department of Investment Supervision and Appraisal, Ministry of Planning and Investment) complete the draft appraisal report and send it to the Council for comments; continue to complete the next steps.
Deputy Minister Tran Quoc Phuong requested Lam Dong province, based on the Council's opinions, to urgently study and complete the project dossier to carry out the next steps according to regulations; supplement the draft project approval submission; review and complete the contents of the pre-feasibility study report according to regulations, especially the regulations ensuring full contents according to the PPP Law and forms according to Decree No. 35; ensure the contents of the feasibility study report are consistent with the content of the submission of Lam Dong Provincial People's Committee.
At the same time, pay attention to the conformity with relevant planning; analyze further the project scale and take measures to ensure project feasibility. Regarding the design and technical plan, it is necessary to carefully review and analyze further the opinions of professional agencies. Regarding the total investment and feasibility of the financial plan, it is necessary to review further to ensure accuracy, correctness and sufficiency according to the provisions of relevant laws. Supplement, analyze and clarify the feasibility of the financial plan and the ability to mobilize capital.
The Tan Phu - Bao Loc Expressway is a component project within the overall Dau Giay - Lien Khuong Expressway, aiming to connect the Southeast provinces with the Central Highlands region, promote socio-economic development, including tourism development of Dong Nai province in particular and the Southeast region in general; create a driving force for linkage, promote cooperation and economic development of the Southeast region with the Central Highlands, the Mekong Delta, and the South Central region, contributing to ensuring national defense and security, especially maximizing the potential and advantages of Long Thanh International Airport, and developing the socio-economy of the whole country./.
