On the afternoon of October 16th, Prime Minister Pham Minh Chinh, along with National Assembly delegates from Can Tho City, met with over 200 voters, including officials, members of the Farmers' Association, and owners of agricultural production and trading businesses and cooperatives in Can Tho City, to inform them about the planned agenda and program of the 8th session of the 15th National Assembly. Also present were Mr. Nguyen Van Hieu, Alternate Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Can Tho City Party Committee; and leaders of various departments and agencies of Can Tho City.
During the meeting, representatives of the Can Tho City National Assembly Delegation informed the voters about the expected content and program of the 8th session of the 15th National Assembly and the results of implementing policies and laws related to investment activities and the application of scientific and technological advancements to serve the production, processing, and consumption of agricultural products in Can Tho City in the past period. The voters expressed their confidence and enthusiasm regarding the content and program of the upcoming 8th session of the National Assembly. They requested that the National Assembly, the Government, and the city pay attention to investing in and accelerating the implementation of the Can Tho City Climate Change Adaptation Project; provide solutions to support people in high-risk landslide areas to relocate to safer areas; and provide support to cooperatives and farmers in terms of machinery, equipment, technology, irrigation infrastructure, internal field transportation, and logistics centers in specialized farming areas.
Some opinions suggested policies to support farmers affected by industrial park construction projects, helping them transition to new occupations, find employment, and providing vocational training; they also proposed that the National Assembly and the Government increase support levels so that farmers and self-employed workers have more opportunities to participate in voluntary social insurance. Some opinions also noted the slow progress in constructing the Center for Linking, Producing, Processing, and Consuming Agricultural Products in the Mekong Delta region in Can Tho City, suggesting the need for more effective solutions…
Responding to and addressing voters' requests, the Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Can Tho City, Tran Viet Truong, stated: In recent times, using various sources of funding, Can Tho City has invested in the construction of riverbank protection embankments and implemented emergency projects to address subsidence and landslides in key areas to protect residents. In the past nine months alone, city budget funds have been allocated to six landslide sites.
The People's Committee of Can Tho City has issued a plan to implement the project "Sustainable development of one million hectares of high-quality, low-emission rice cultivation associated with green growth in the Mekong Delta by 2030" in the city. This plan will provide multifaceted support, especially assisting farmers in establishing planting area codes, strengthening cooperatives, investing in improving agricultural production infrastructure, and mechanization. Can Tho City has also issued numerous resolutions and projects on improving human resources and vocational training; directed the organization of surveys on labor needs, compiled recruitment needs of industrial zones, and opened many vocational training classes based on orders from businesses…
Regarding the delay in constructing the Center for Linking, Producing, Processing, and Consuming Agricultural Products in the Mekong Delta region in Can Tho City, the Chairman of the City People's Committee stated that this is a new pilot model that must be consistent with the Can Tho City Planning for the period 2021-2030, with a vision to 2050. Therefore, the process of developing and seeking feedback from ministries and agencies to finalize the Project Proposal and the draft Decision of the Prime Minister has taken a considerable amount of time.
Speaking at a meeting with constituents, Prime Minister Pham Minh Chinh stated that the constituents' opinions were of high quality and were of great interest to society. The Prime Minister affirmed that the Party and State have issued many policies to develop agriculture and agricultural exports in the Mekong Delta region; and have invested significant resources in building and developing infrastructure in the Mekong Delta, especially transportation infrastructure. According to the Prime Minister, the Mekong Delta currently faces issues that need attention, such as land subsidence, landslides, flooding, and drought. In 2023, the Government spent over 1,000 billion VND to address landslides in the region.
The Prime Minister requested the State Bank of Vietnam to provide credit policy support for the development of the Mekong Delta region. The Ministry of Agriculture and Rural Development was urged to finalize the plan for establishing a center for linking production, processing, and consumption of agricultural products in the Mekong Delta region in Can Tho City. The Ministry of Labour, Invalids and Social Affairs and the Vietnam Social Insurance Agency were tasked with researching and proposing to the Government a policy to support social insurance for the poor, disadvantaged, and unpaid farmers.
The Prime Minister also noted that in the coming period, Can Tho City needs to implement effective solutions to promote strong socio-economic growth in the remaining months of the year, as the city's economic growth in the past nine months has been lower than the national average. The city must make greater efforts in disbursing public investment capital; implement new growth drivers such as digital transformation, green transformation, and circular economy development. Continue to implement flood control projects; pay attention to mobilizing all resources to eliminate temporary and dilapidated houses for the poor and disadvantaged. City Party committees at all levels need to prepare well for the successful organization of Party congresses at all levels for the 2025-2030 term…
