On February 1st (the 4th day of the Lunar New Year), Prime Minister Pham Minh Chinh inspected the progress of a series of key infrastructure projects in the South and extended New Year greetings to the workers on the construction sites.
Immediately after issuing the order to commence construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project section through Binh Duong province on the morning of February 1st, Prime Minister Pham Minh Chinh inspected a series of key infrastructure projects in the South that same afternoon, such as: Long Thanh Airport, Ring Road 3 in Ho Chi Minh City, and Terminal 3 at Tan Son Nhat Airport.
Inspecting the construction progress of the Long Thanh International Airport Project in the early days of spring, the Prime Minister acknowledged the efforts and endeavors of the relevant ministries, agencies, and localities in the project's implementation.

After hearing reports from ministries, agencies, and the Vietnam Airports Corporation (ACV), Prime Minister Pham Minh Chinh reiterated that the objective remains unchanged: to essentially complete the project by the end of 2025.
Therefore, the Prime Minister requested ministries, departments, localities, and ACV to urgently review and rebuild the critical path of the project according to the set objectives in order to monitor and promptly handle obstacles and issues arising within their authority, and report urgent issues that are beyond their authority.
The Prime Minister instructed ACV and related agencies to increase machinery, personnel, and equipment installation work in three shifts, four teams, working throughout holidays, Tet (Lunar New Year), and weekends, eating and sleeping quickly, braving the sun and rain, and not giving up in the face of storms and strong winds; to increase subcontractors and mobilize police, military, and trade union forces… to carry out tasks such as cleaning up and restoring the environment.
Regarding raw materials, the Prime Minister requested that next week, Dong Nai province hold a meeting with ministries, agencies, investors, and contractors to definitively resolve any obstacles related to raw materials so that they can be supplied directly to contractors, without intermediaries.
The Prime Minister instructed local authorities to revoke licenses for mines whose exploitation permits have expired or which are operating improperly, and to strictly punish such cases to serve as a deterrent.
"Currently, the project is constructing four packages simultaneously, so the investor and contractors must coordinate the workload to ensure progress. Whatever measures are taken, the basic completion of the packages must be achieved by 2025, without changing the target," the Prime Minister reiterated the goal of completing the Long Thanh Airport construction packages.
After inspecting the progress of the Long Thanh Airport Project, Prime Minister Pham Minh Chinh inspected the construction progress of the Nhon Trach Bridge, part of the Ho Chi Minh City Ring Road 3 Project, the section passing through Dong Nai province.

Reporting to the Prime Minister on the progress of the entire Ring Road 3 construction in Ho Chi Minh City, Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Investment and Construction Project Management Board for Transportation Works (the investor), said that the interchange between Ring Road 3 and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway is expected to be completed by April 30th.
By December 31, 2025, the 14.7 km elevated section from Nhon Trach Bridge to Tan Van interchange will be open to traffic. In addition, the 6.8 km section passing through Long An province will also be open to traffic by the end of this year.
Regarding difficulties and obstacles related to construction materials, Mr. Luong Minh Phuc proposed that the Prime Minister direct the acceleration of the exploitation of 6 sand mines in Ben Tre and Tien Giang provinces, so that sand can be delivered to the Ring Road 3 construction site in the first quarter of 2025.
Speaking at the construction site, the Prime Minister requested that localities through which the Ring Road 3 project passes should strive to further shorten the project completion time to April 30, 2026, compared to the original plan of June 30, 2026.
Regarding the investor's requests for construction materials, the Prime Minister requested the Government Office to issue a separate notice on the supply of sand for the project. For stone materials, the Prime Minister requested Dong Nai and Binh Duong provinces to supply them directly to the project management board or contractor, without intermediaries.
Also on the afternoon of February 1st, Prime Minister Pham Minh Chinh continued his inspection of the construction progress of Terminal 3 at Tan Son Nhat Airport.
According to ACV's report, the total volume of the project has been completed to date at 83%, and the terminal will be put into operation on April 30, 2025 (3 months ahead of schedule).

At the construction site, the Prime Minister highly appreciated ACV's progress in the project implementation. The head of government stated that the achievements, results, and experience gained from the Tan Son Nhat Terminal 3 Project will give ACV and related agencies more confidence and capability to undertake larger infrastructure projects.
"We can be proud that after 16 months of overcoming many difficulties and obstacles, eating and sleeping in short bursts, working three shifts and four teams, working throughout Tet and holidays, we have brought the project ahead of schedule," the Prime Minister emphasized.
When putting Terminal T3 into operation, the Prime Minister noted that relevant agencies need to carefully consider how to operate Terminals T1, T2, and T3 of Tan Son Nhat Airport in the most rational and efficient way.
