Attending the conference were: Deputy Prime Minister Tran Hong Ha, Minister of Industry and Trade Nguyen Hong Dien, Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, leaders of ministries, branches, and central agencies, Secretaries and Chairmen of the 9 provinces through which the project passes (Hung Yen, Hai Duong, Thai Binh , Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh), leaders of Vietnam Electricity Group (EVN) and related units.
Prime Minister Pham Minh Chinh chaired an online conference to accelerate the progress of the 500 kV circuit 3 power line project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen).
The project comprises four sub-projects; with a total length of approximately 519 km and 1,179 tower foundation locations; the total investment is approximately 22,000 billion VND. The project passes through 211 communes and wards in 43 districts and towns across 9 provinces.
In his opening remarks at the conference, Prime Minister Pham Minh Chinh stated that while the total power generation capacity is not currently insufficient (approximately over 75,000 MW, while the available capacity is around 50,000 MW), localized power shortages still occurred in 2023 due to poor management.
Therefore, in 2024, the Prime Minister issued early directives focusing on the decisive and effective implementation of solutions to ensure electricity supply in 2024 and subsequent years; at the same time, solutions regarding personnel management were implemented, with those officials who failed to fulfill their responsibilities in ensuring electricity supply in 2023 being disciplined and are continuing to be disciplined according to regulations.
The 500 kV circuit 3 extension project is a key and urgent project, playing a crucial role in national energy security, especially for the northern region.
The conference was conducted online, connecting the main venue at the Thanh Hoa Provincial People's Committee headquarters with the People's Committees of the aforementioned provinces.
According to the Prime Minister, previously, the construction of the 500 kV circuit 1, approximately 1,500 km long, took about two years (completed in 1994). Therefore, the 500 kV circuit 3 from Quang Trach to Pho Noi, which is over 500 km long, would take about one-third of two years if it followed the same schedule as circuit 1. However, with the improved conditions today in terms of experience, technology, and expertise, the construction time should be even shorter to meet the country's development requirements.
The spirit of the conference is to continue building on achievements, overcoming limitations, addressing difficulties, and surmounting challenges. The Government, the Prime Minister, ministries, departments, localities, corporations, and general companies are to carry out their tasks according to their assigned functions, duties, and powers, with unified will, acting together, focusing only on action, not retreat, and finding solutions to the problems that need to be solved.
"This is in the interest of the nation, of the people, of all citizens, not the responsibility of any one individual. Therefore, along with the key and core units, the entire political system must get involved, mobilizing all available strength to implement and compensate for the previous delays, determined to complete and put the project into operation in June 2024," the Prime Minister emphasized.
The Prime Minister noted that the Vietnam General Confederation of Labor needs to closely monitor and understand the situation of workers on the 500 kV circuit 3 power line construction sites during this Tet holiday, and provide appropriate support and encouragement.
