On the afternoon of September 10, at the Government Headquarters, Prime Minister Pham Minh Chinh attended a fundraising ceremony to support people in overcoming the consequences of storm No. 3 organized by the Government Office . In attendance were a large number of officials, civil servants, public employees, and workers of the Government Office.

Speaking at the ceremony, Minister and Head of the Government Office Tran Van Son emphasized, storm number 3 was the strongest storm in the past 30 years, making landfall directly in the Northern region; increasing in intensity irregularly; the storm stayed on land for a long time; the storm's area of influence was very wide. The storm's circulation caused very heavy rain and floods; some places exceeded the highest flood level in history, landslides, flash floods in many localities, causing extremely heavy damage to people and property of the people and the State.

The Prime Minister has issued 5 telegrams and continuously directed ministries, branches, agencies and localities to focus on storm response from early, from afar with a proactive and drastic spirit; prevention and response at the highest level; establishment of delegations led by the Prime Minister and Deputy Prime Ministers to directly inspect, urge and direct the implementation of response work in localities; decision to establish a Frontline Steering Committee to directly direct storm response.

However, damages due to very large storm No. 3. As of 13:00 on September 10, there were: 146 dead and missing; nearly 800 injured, nearly 50,000 houses damaged; huge damage to rice, crops, fruit trees, aquatic products, livestock, poultry; widespread power and communication outages. Currently, agencies and localities are continuing to review, count, and update the damage; the need for resources to overcome the consequences is very large.

Faced with that situation, under the direct direction of the Prime Minister, the Government Office organized donations and support to promptly mobilize resources to help people in localities affected by storm No. 3 and respond to the Launching Ceremony. support compatriots of the Central Committee of the Vietnam Fatherland Front. With the spirit of "mutual love and support", "the whole leaves cover the torn leaves", all cadres, civil servants, public employees and workers support at least 1 day's salary to send to the people who suffered losses.
