Prime Minister Pham Minh Chinh inspects the construction of Terminal T3 Project, Tan Son Nhat Airport

On the afternoon of February 12th (the 3rd day of the Lunar New Year), Prime Minister Pham Minh Chinh inspected the progress of the construction of the T3 Passenger Terminal Project at Tan Son Nhat International Airport, Ho Chi Minh City.

Member of the Politburo and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Minister Tran Hong Ha; Minister and Head of the Government Office Tran Van Son; Minister of Transport Nguyen Van Thang; Minister of Construction Nguyen Thanh Nghi; Minister of Natural Resources and Environment Dang Quoc Khanh; and leaders of several relevant ministries and sectors... participated in the delegation.

Terminal 3 at Tan Son Nhat International Airport has a capacity of 20 million passengers per year; it comprises one basement level and four above-ground levels; with 90 check-in counters; 27 boarding gates; and 25 passenger security checkpoints. The total investment for the project is nearly 11,000 billion VND.

This is the fourth time the Prime Minister has visited to inspect, supervise, and direct the resolution of difficulties and obstacles, and to promote this key national project. During a site survey of the T3 Passenger Terminal project, Prime Minister Pham Minh Chinh expressed his delight at the vibrant work atmosphere on the construction site even during the Lunar New Year of 2024.

With decisive and close guidance, and the diligent efforts of the Government, Ho Chi Minh City, and relevant ministries, agencies, and units, many difficulties and obstacles have been overcome; just six months after the groundbreaking ceremony, the shape of a modern train station is gradually taking form.

Reporting to the Prime Minister and the delegation, the leaders of the Vietnam Airports Corporation (ACV) stated that the project has two main packages: Package No. 11 and Package No. 12. Package No. 11, which involves demolition, foundation work, pile foundations, and basement floor slab construction, has been completed to ensure synchronization with Package No. 12 – the main construction package. Regarding Package No. 12, "Construction and installation of equipment for Passenger Terminal T3," construction work on all items is being monitored and implemented according to the planned schedule.

The construction site mobilized 16 tower cranes, and at its peak, over 400 vehicles and equipment, along with nearly 1,400 engineers and workers, to carry out construction with the spirit of "3 shifts, 4 teams," and "working through Tet and holidays" to meet the set deadline.

Construction units are taking advantage of the dry season to accelerate construction, striving to complete the rough structure of the steel foundation of the T3 passenger terminal by April 30, 2024, the rough structure of the multi-story parking garage by June 15, 2024, and install the roof structure before the rainy season of 2024.

Working with leaders of Ho Chi Minh City and relevant ministries, departments, and units on the project, Prime Minister Pham Minh Chinh commended and highly appreciated the work ethic of officials, workers, and laborers at the project, in line with the Government's directives of "overcoming the sun and rain," "working 3 shifts and 4 teams," "eating quickly, sleeping urgently," "working throughout Tet and holidays," and "talking about it, not backing down"; he also praised Ho Chi Minh City, the Ministry of Transport, and the Vietnam Airports Corporation for their efforts and decisive involvement in promoting the project.

Looking ahead, the Prime Minister requested that contractors revise the progress schedule; launch emulation campaigns, mobilize vehicles, equipment, and personnel; research and improve construction methods to accelerate project progress; closely monitor progress, control and supervise to ensure quality, technical standards, aesthetics of the project, and labor safety; ensure environmental protection and landscape preservation; and prepare human resources and operational plans for efficient exploitation of Terminal T3. In particular, it is crucial to prevent and combat corruption, negativity, and vested interests, ensuring that no violations occur within the project.

The Prime Minister instructed ministries, agencies, units, and Ho Chi Minh City to coordinate and implement the supporting components in a synchronized, smooth, and effective manner. This includes connecting internal port transportation with the surrounding area and with Long Thanh International Airport. During the implementation of the project and related supporting works, if any difficulties or shortcomings arise, the ministries, agencies, and Ho Chi Minh City should continue to coordinate and study adjustments and additions. For issues beyond their authority, they should report to the competent authorities for consideration and resolution.

The Prime Minister requested that efforts be made to complete the project before April 30, 2025, in celebration of the 50th anniversary of the complete liberation of Southern Vietnam and national reunification (April 30, 1975 - April 30, 2025).

Reviewing some lessons learned from the project, the Prime Minister stated that the mindset must be clear, the determination must be high, the efforts must be great, the actions must be decisive and effective, and each task must be completed thoroughly; leadership and management must closely follow reality, respect reality, start from reality, use reality as a yardstick, listen to diverse opinions, all for the common good, the national interest, the people's interests... In particular, instead of dividing the contract into smaller packages, there must be a main contractor to easily control the progress and quality of the project.
