Specifically, the Deputy Prime Minister requested that all social resources be effectively utilized to strongly promote linkages between cooperatives and businesses, in order to fill the gaps that the private or state-owned economic sectors alone cannot solve or address.

This process requires the involvement of the entire political system, the consensus and active participation of all sectors of society, the business community, and the assistance of international partners. In this context, the linkage between cooperatives and businesses plays a crucial role, representing an inevitable and strategic trend for the agricultural sector in the coming period.

The linkage between cooperatives and businesses aims to fill the gaps that the private or state-owned economic sectors alone cannot solve.

Developing the market economy and cooperatives according to green, digital, and circular models, and promoting linkages with economic sectors, including businesses, is both an objective practical requirement and a strategic solution for socio-economic development with the motto: "The State creates - Businesses are pioneers - Cooperatives are the core - Farmers and workers are the subjects - Scientists advise and accompany - Credit institutions provide support - Building sustainable and effective linkages."

The Prime Minister requested the urgent completion and submission to the Prime Minister for consideration and promulgation of programs, projects, and plans related to the development of the cooperative economy in the period 2026-2030. He also requested research and proposals for appropriate mechanisms and resources, including increasing the scale of support from the state budget, to comprehensively and effectively implement tasks and solutions for the development of the cooperative economy and cooperatives in the coming period.

Immediately develop and implement a digital transformation support program for cooperatives in 2026 to enhance their capacity and competitiveness, and meet the requirements for linkages with businesses. Continue to effectively organize the Cooperative Economic Forum, making it a regular policy dialogue channel connecting cooperatives with businesses, scientists, financial institutions, and domestic and international partners.

Provinces and cities should proactively issue mechanisms and policies to support the development of linkages between cooperatives and businesses, ensuring the principle of "6 clear points: clear person, clear task, clear responsibility, clear authority, clear time, clear results".

The business community plays a pioneering role in establishing linkages with cooperatives, especially in forming production and supply chains, making practical contributions to the country's economic development and promoting new growth drivers (green economy, digital economy, circular economy, knowledge economy, sharing economy, etc.); and is a pioneer in applying and transferring new scientific and technological advancements, especially in the agricultural sector.
