To tackle difficult tasks and key assignments: Maintain high concentration and clear accountability.

The leaders of Dao Vien commune (Yen Son district) are tasked with leading the development of the local economy .

High concentration

One of the highlights demonstrating the innovative leadership style of Party committees and local governments in the province is the proactive selection of difficult, key, or pressing issues to focus on directing and implementing.

One of the breakthrough tasks of Comrade Le Thanh Quan, Secretary of the Party Committee of Lang Quan commune (Yen Son district) for the period 2023-2025, is to strengthen measures to improve the quality of Party branch activities, fulfill the target of admitting new Party members, and eliminate the situation where Party branches have not admitted any members for many years. This is considered a difficult task, as some Party branches have gone nearly two terms without admitting any new members.

A review of Lang Quan revealed that five Party branches have failed to recruit new members for many years, with some branches going 7-8 years without success, such as Branch 20 - primarily composed of Dao ethnic minority people from the Tuyen Quang Hydropower resettlement project. The initial cause identified is a lack of potential candidates, as most young people have left the village to work elsewhere. Furthermore, some Party branch committees have not been sufficiently proactive in directing and assigning Party members and political and social organizations to identify and recruit potential Party members…

The Fatherland Front Committee of Son Duong town provided financial assistance for house construction to Ms. Tran Thi Dung, Tan Bac residential group.

Having clearly identified this, Comrade Quân, together with the Party branches and political and social organizations, developed specific plans and solutions to create a pool of Party members. Party committee members were assigned to attend meetings with the Party branches, and through these meetings, the Party committee members and branch committees screened and identified potential candidates to recommend to the Party.

Political and social organizations were also tasked with developing the Party, aiming to have branch leaders who are Party members. Specifically, the Farmers' Association was tasked with developing 3 more Party members, and has completed 2; the Women's Association was tasked with 3, and is preparing to admit 2; the Youth Union was tasked with 4, and is preparing to admit 2; and the Veterans' Association was tasked with 2, and has completed admitting 2.

In the first six months of 2024, three Party branches have escaped the list of those that had not admitted new members for many consecutive years, including Branch 20, which had not admitted any members for seven consecutive years. The remaining two branches now also have outstanding individuals who have completed the Party membership orientation course. Comrade Le Anh Quan stated: Currently, the number of individuals recommended and who have completed the Party membership orientation course is still relatively abundant. This is a quality source for continuing to recommend and admit Party members in the last six months of the year and the following year.

Great determination

Experience from various localities shows that, in addition to selecting the right tasks based on practical needs, the Party committees should focus on assigning responsibilities to Party members according to their assigned areas. In particular, they should encourage and highlight the exemplary role of cadres and Party members, especially those in leadership positions.

In 2024, Party Committee Secretary Dinh Thi Kim Luyen was assigned four tasks by the District Party Committee Standing Committee. Of these, two tasks required her direct leadership and supervision.

To date, many tasks have been basically completed, such as the compensation and land clearance for the road from Son Duong town to Tan Trao. Affected households have been surveyed and projects have been drawn up. Basically, the people are in agreement and supportive, with no obstacles. Regarding the leadership's socio-economic development plan for 2024, after the first six months, many indicators have shown significant progress, such as forest planting reaching 103% of the annual plan, budget revenue reaching over 64%, employment reaching over 70%, and disaster prevention fund collection reaching 129%...

In 2024, the Party Committee of Son Duong town also assigned 32 challenging tasks to 16 comrades.

From the very beginning of the year, the Chairwoman of the Fatherland Front Committee of Son Duong town, Tran Thi Thu Hien, has been diligently seeking resources to support the elimination of temporary and dilapidated housing for poor and near-poor households in the area. This is also a breakthrough task she has registered to implement during the 2023-2025 period.

Given her location in the heart of the district, Ms. Hien advocates for the socialization of all resources to support housing construction for poor and near-poor households, prioritizing budget resources for more remote and disadvantaged areas of the district. For cases proposed for support, Ms. Hien verifies the information, then writes letters appealing for donations, leveraging the power of social media to solicit support.

Ms. Hien shared: "This approach has helped households have the opportunity to build new houses or repair existing ones in the fastest and most effective way. From 2019 to 2023, Son Duong town supported 48 households in building houses, including 34 new houses and 14 houses that were repaired. In 2024, the Fatherland Front of Son Duong town was assigned to support the elimination of temporary and dilapidated houses for 2 households, and by June 2024, all 3 houses had been completed."

According to Comrade Dinh Thi Kim Luyen, Secretary of the Town Party Committee, when assigned breakthrough or difficult tasks, the comrades all focus intensely and set specific timelines to complete the tasks. This further stimulates and promotes a sense of responsibility, close adherence to tasks and local conditions, and more systematic and specific planning.

2024 was a year of accelerated implementation of the targets set forth in the Resolution of the 17th Provincial Party Congress and the Resolutions of Party Congresses at all levels. The successful implementation of challenging tasks and key priorities contributed to achieving these targets at the grassroots level, helping the province reach its goals by 2025.
