Taxpayer-centric approach
Ms. Nguyen Thi Kim Ngan, residing on Nguyen Khac Chung Street, Thanh Dong Ward, runs a grocery store. Last June, she received direct guidance and support from tax officials of Area 9, Hai Phong Tax Department, on how to create and use electronic invoices generated from her cash register. Ms. Ngan said: "Initially, I was worried because I feared the software had many complicated steps and would be difficult to operate. But after receiving dedicated guidance from the tax officials, I found the software's interface simple and the operation quite easy."
Similarly, Mr. Nguyen Van Chung, a business owner in the electronics and refrigeration industry in An Duong ward, is subject to tax declaration and payment. Recently, Mr. Chung also received guidance and support from Hai Phong Tax officials in installing the eTax Mobile electronic tax application. According to Mr. Chung, installing and using the application is completely free, allowing him to easily check his outstanding tax obligations and receive tax-related notifications, thus reducing delays in fulfilling his tax obligations.
According to Hai Phong Tax Department, to date, more than 31,000 business households in the city have installed the Tax Mobile application, reaching 88% of registered business households, contributing to facilitating people's tax obligations anytime, anywhere. Of these, approximately 21,000 business households are paying taxes electronically, accounting for 68% of those who have installed the application.
The city currently has 1,395 businesses registered for electronic invoices from cash registers, exceeding the assigned plan by 78%. In addition, the application of electronic invoices for each sale has been effectively implemented for 100% of retail gasoline stations in the city.
Diverse forms of support

Hai Phong currently has over 69,000 active business households under the management of the Tax Department. Recognizing this sector as playing a crucial role in the city's budget revenue, the Hai Phong Tax Department has implemented various appropriate support measures.
The Hai Phong Tax Department, in collaboration with businesses and technology companies, is deploying simple, affordable software tailored to the specific needs of each sector, making it easily accessible to household businesses. Many providers offer free 6-month trials of software such as MISA , KiotViet, Sapo, and Softdream to household businesses, along with free electronic invoice packages (up to 5,000 invoices), and free consultation and guidance on declaration and software usage. These activities not only help increase state revenue but also support businesses and household businesses in stabilizing and developing their production.
Recognizing the crucial role of communication in bringing tax policies closer to citizens and businesses, the Hai Phong City Tax Department has implemented numerous communication solutions. The city's tax website regularly updates new policies related to taxation and publishes articles about the department's activities. Social media channels, fan pages, Zalo, and YouTube are effectively utilized to disseminate information to taxpayers, especially business households and individuals.
Since the beginning of the year, Hai Phong Tax Department has organized nearly 30 training conferences and tax policy dialogues with the participation of over 7,000 taxpayers. This provides an opportunity for tax authorities and taxpayers to directly exchange information, resolve difficulties, and enhance transparency and accountability in tax policy implementation. In addition, over 36,000 taxpayers received direct support at tax offices; nearly 200 cases received written responses, and over 3,700 cases received support through electronic platforms.
The Hai Phong Tax Department is also strengthening tax declaration and accounting by standardizing individual tax identification number data according to the Government 's Project 06. The unit also closely coordinates with business registration agencies in updating information and opening/closing tax identification numbers in accordance with regulations, saving time and costs for taxpayers and business households, thereby improving the quality of management and service.
The support and assistance provided by the city's Tax Department to business households over the past period has yielded positive results in budget revenue collection. From the beginning of the year until now, the total state budget revenue from business households and individuals has reached nearly 600 billion VND, exceeding 80% of the 2025 budget forecast.
According to Mr. Vu Doan Ngoc Hung, Deputy Head of the Hai Phong City Tax Department, with the motto of putting people and businesses at the center, in the coming time, the city's tax sector will continue to effectively carry out propaganda and support for taxpayers; directing relevant units to maintain mobile support teams to directly assist people and business households. The focus of propaganda and support work is to guide and encourage the transition from lump-sum tax payment to declaration tax payment, and regulations on accounting books for declaration tax households according to Circular 88/2021/TT-BTC of the Ministry of Finance and Decree 70/2025/ND-CP of the Government on the mandatory use of electronic invoices from cash registers for business households with revenue of 1 billion VND/year or more.
