On the morning of February 22nd, the Standing Committee of the Provincial Party Committee held a meeting to review the content and program of the 7th Congress of the Thanh Hoa Union of Science and Technology Associations, for the term 2024-2029. Comrade Lai The Nguyen, Deputy Secretary of the Standing Committee of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, chaired the meeting.

Attending the conference were members of the Provincial Party Standing Committee: Pham Thi Thanh Thuy, Head of the Provincial Party Committee's Mass Mobilization Department and Chairwoman of the Provincial Fatherland Front Committee; Nguyen Van Hung, Head of the Provincial Party Committee's Organization Department; Dao Xuan Yen, Head of the Provincial Party Committee's Propaganda Department; Tran Van Hai, Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc; and representatives of leaders from provincial departments and agencies.

The 7th Congress of the Thanh Hoa Union of Science and Technology Associations, for the term 2024-2029, is scheduled to take place on March 27th and 28th, 2024. The draft report summarizing activities consists of two parts. The first part assesses the achievements of the 2018-2023 term in consolidating and developing the organization; implementing political tasks to gather, unite, and mobilize scientific and technological intellectuals; and carrying out professional tasks serving socio-economic development...

The report also analyzed the existing shortcomings and limitations; the causes of these shortcomings and limitations, and drew four lessons learned.
Part 2 outlines the main goals, tasks, and solutions for the 2024-2029 term. The motto for the term is: "Unity - Creativity - Innovation - Development"; it also sets out annual targets and targets for the entire term; three major tasks and solutions, and key tasks and solutions...

At the conference, delegates discussed and contributed ideas to finalize the report to be presented at the Congress. The discussions focused on clarifying the achievements; the shortcomings, limitations, causes, and lessons learned during the 2018-2023 term; the goals, programs, and solutions for the next term; and proposed adjustments to some specific tasks in the proposed Congress program to ensure its rationality and scientific approach.

In his concluding remarks at the conference, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen highly appreciated the preparations for the 7th Congress of the Thanh Hoa Union of Science and Technology Associations, term 2024-2029. He noted that the Party Committee, Standing Committee, and Executive Committee of the Thanh Hoa Union of Science and Technology Associations demonstrated seriousness, a proactive approach, and a thorough understanding of the Congress, with a spirit of defining a practical and effective direction for the Union of Associations and its member organizations for the entire term; and simultaneously highlighting the role of these organizations in the province's development in the current period.
The comrade suggested that the Standing Committee and the Executive Committee of the Thanh Hoa Union of Science and Technology Associations fully incorporate the valid opinions of the provincial leaders at the conference to finalize the content and program of the Congress.

The Standing Deputy Secretary of the Provincial Party Committee also gave specific opinions on the Congress program; and presented the report to the 7th Congress of the Thanh Hoa Union of Science and Technology Associations, term 2024-2029. In particular, the achievements should be highlighted to affirm that the organizational structure and membership development have received special attention and have made progressive changes. The Thanh Hoa Union of Science and Technology Associations has done well in its role of gathering, uniting, and mobilizing the scientific and technological intellectual workforce to implement the Party's policies and guidelines, and to promote its role as a member of the Vietnam Fatherland Front. The Thanh Hoa Union of Science and Technology Associations places special emphasis on directing and organizing the implementation of professional and technical tasks, contributing to socio-economic development in the province.
Furthermore, the report needs to assess: Thanh Hoa has a large intellectual, scientific, and technological workforce; therefore, it is also necessary to evaluate the proportion of this intellectual workforce gathered in the Union of Associations and in specialized associations. At the same time, it is also necessary to assess the organizational structure of the Union of Associations and its member associations, which are increasingly being strengthened and developed; and the operational organization of the member associations. The results show that the intellectual, scientific, and technological workforce in the province strictly adheres to the Party's guidelines and policies, and the State's laws and regulations. The intellectual, scientific, and technological workforce in the province has absolute confidence in the Party's leadership and in the country's path forward.

The Deputy Secretary of the Provincial Party Committee stated that the activities of social consultation, critique, and assessment; research, application, and transfer of science and technology; social work in the fields of science and technology, education and training, environmental protection, and public health care; and activities to encourage and promote the scientific and technological innovation movement... are the core tasks of the Thanh Hoa Union of Science and Technology Associations, its members, and the intellectual community. Therefore, it is suggested that the report should provide a more in-depth assessment of the achievements and highlight some tasks that have impacted policy-making and socio-economic development during the term. It should also clearly state which tasks and technical models have performed best in impacting production, people's lives, and the driving force of development in the province. In addition, it should also highlight outstanding results in scientific and technological research activities among the intellectual community. It also highlights which projects have been put into production and have brought practical benefits to daily life.
The comrade also analyzed and clarified some shortcomings and limitations that need to be included in the report to find solutions for overcoming them, such as: The proportion of intellectuals, scientists, and technologists gathered is not commensurate with the actual number; the activities and quality of activities of member organizations are not high; the results of research, application, and transfer are not numerous, have not contributed to, and have not met, the requirements of the province's socio-economic development; the quality of critical feedback from some member organizations when requested by State agencies is not high, and not truly convincing...
The Deputy Secretary of the Provincial Party Committee agreed with the causes of the shortcomings and limitations mentioned in the draft report, and suggested that the report should identify the reasons why some organizations and members have not truly innovated their activities; the quality of consultation and critique is not in-depth enough; and there is still a tendency to wait and rely on others in their operations. He also gave his opinion on the guiding principles for the term and specific targets, and suggested raising the targets for recruiting new members and affiliated units.
Commenting on the tasks and solutions, the Standing Deputy Secretary of the Provincial Party Committee suggested that the report should include solutions for innovating operating methods to attract members, especially intellectuals, scientists, and technologists from within and outside Thanh Hoa province; thereby fostering love for the homeland and a passion for contributing to the province's development. Along with that, in the current context, special attention must be paid to the task of implementing and transferring new scientific and technological achievements from around the world and within the country to the province's practical situation. This includes researching, applying, and transferring technologies to improve productivity linked to processing in the agricultural sector. Simultaneously, it is necessary to determine the appropriate crop and livestock structure based on the natural conditions, climate, soil, and market demands of the area; and to develop procedures and methods for preventing and controlling diseases in livestock and poultry...
