At the same time, it is necessary to clearly state what works, which technical models work best to impact production, people's lives, and development momentum in the province. In addition, it also highlights outstanding results in scientific and technological research activities among the intellectual team; At the same time, highlight which projects have been put into production and brought practical effects to life.

He also analyzed and clarified a number of shortcomings and limitations that need to be included in the report to find solutions, such as: The rate of gathering intellectuals, scientists and technologists is not commensurate with the actual number; the activities and quality of activities of member organizations are not high; the results of research and application transfer are not many, have not contributed to and have not met the requirements of socio-economic development of the province; the quality of criticism of some member organizations when requested by State agencies is not high, not really convincing...

The Standing Deputy Secretary of the Provincial Party Committee agreed with the causes of the shortcomings and limitations mentioned in the draft report, and suggested that it is necessary to point out the reasons for some association organizations and members not really innovating their activities; the quality of consultation and criticism is not deep; there is still a state of waiting and relying on activities. He also gave his opinion on the motto of the term and specific targets, and suggested that it is necessary to raise the targets for admitting member associations and affiliated units.

Giving opinions on tasks and solutions, the Standing Deputy Secretary of the Provincial Party Committee suggested that the report should add more solutions on innovating operating methods to attract members, especially intellectuals, scientists and technologists inside and outside the province who are from Thanh Hoa; thereby arousing love for the homeland, passion for dedication to contribute to the development of the province. Along with that, in the current conditions, it is necessary to pay special attention to the task of deploying the application and transferring new scientific and technological achievements in the world and the country into the province's practice. In particular, it is necessary to research, apply and transfer to improve productivity associated with processing in the agricultural sector.
