(NLĐO) - Land clearance for Metro Line 2 project has reached 99.83%, with only one case remaining in District 3.
According to the Ho Chi Minh City Urban Railway Management Board (MAUR), land clearance for the Metro Line 2 project has reached 99.83%, with 584 out of 585 cases already handed over.
One remaining case involves public land, specifically the District 3 Police headquarters, which is still facing legal procedures for transfer between the Ministry of Public Security and the Ho Chi Minh City Police Department. The transfer is expected to be completed in the first quarter of 2025.
MAUR has proposed that the People's Committee of District 3 and the District Compensation and Site Clearance Board continue to support the acceleration of land acquisition, compensation and site handover procedures to ensure project progress.
The cleared land in Tan Binh district has been handed over.
Regarding the relocation of technical infrastructure, according to MAUR, contractors are currently relocating the electrical, telecommunications, water supply and drainage, lighting, and tree systems at all 12 station locations and open excavation sections.
However, progress on the construction site remains slower than planned due to several factors: construction in a cramped urban area, obstruction by numerous underground structures not included in the design; unresolved issues with some households whose structures are located within the project area; and insufficient mobilization of manpower and equipment from contractors despite commitments.
Furthermore, during the implementation phase, the mobilization of manpower and construction equipment by contractors was slow despite commitments made to the investor.
MAUR stated that it will urge contractors to focus on accelerating construction progress to complete infrastructure relocation by the third quarter of 2025.
The area in front of the Le Thi Rieng Park train station is fenced off for the relocation of technical infrastructure.
Regarding funding, according to MAUR, all major contract packages of the project have been temporarily suspended due to changes in funding sources. Previously, the project was funded by the Asian Development Bank (ADB), the German Reconstruction Bank (KfW), and the European Investment Bank (EIB). However, from the end of 2024, the Ho Chi Minh City government agreed to use the city's budget to implement the remaining phases of the Metro Line 2 project instead of using ODA funds.
The Ho Chi Minh City People's Committee has reported to the Prime Minister on the decision to cease using ODA and preferential loan funds for the Metro Line 2 project.
The Pham Van Bach railway station is currently undergoing the relocation of its technical infrastructure.
Regarding the bidding process, MAUR has signed a contract with the Project Management Support Consultant (PMSC) to select a contractor for the project control and construction supervision consulting package (package CS2B). The tender documents have been issued and extended until August 30, 2024.
Metro Line 2 was approved in 2010 with an initial investment of 26,000 billion VND. By 2019, the project's capital had been adjusted upwards to nearly 47,900 billion VND. The entire line is over 11 km long, of which 9.2 km is underground, with the remainder being elevated and including access roads to the Tham Luong depot (District 12).
Metro Line 2 is expected to be completed in 2030.
