Following the guidance and direction of the Central Government and the province on restructuring and streamlining the administrative apparatus, Tien Yen district has focused on reviewing, reorganizing, and announcing decisions to establish Party committees and merge subordinate agencies, ensuring the construction of a lean, efficient, and effective administrative apparatus , ready to meet the needs of local development in the new term.
Along with other localities in the province, right from the first days of the Lunar New Year of the Snake, Tien Yen district announced the decisions to establish the Party Committee of the District Party Agencies; the Party Committee of the District People's Committee; and to merge the District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Department into the District Party Committee's Propaganda and Mass Mobilization Department. These decisions took effect from February 3, 2025.
According to the decisions, the Party Committee of the District Party Agencies comprises 8 subordinate branches with 63 party members; the Party Committee of the District People's Committee comprises 16 subordinate branches with 141 party members. The establishment of these Party Committees and the merger of subordinate agencies and units with similar functions and tasks are important tasks, contributing to streamlining the political apparatus and ensuring efficiency and effectiveness. Comrade Dao Xuan Thang, Head of the Propaganda and Mass Mobilization Department of the District Party Committee and Director of the District Political Center, stated: "We have fostered a spirit of unity and cohesion, adapting to the new requirements, roles, and tasks for the staff of officials and civil servants. At the same time, we have also finalized the clear assignment of tasks to each member, ensuring there is no overlap in functions and responsibilities after the merger."
Continuing the reform and reorganization of the administrative apparatus in accordance with the directives of the Central and Provincial authorities, on January 24th, Tien Yen issued a Resolution of the District Party Committee on the implementation of the reorganization and streamlining of the district's political system's organizational structure, to be submitted to the Provincial People's Committee for approval.
According to the Resolution on specialized departments of the People's Committee, the district maintains the organizational structure, functions, and tasks of four specialized agencies, including: Finance - Planning; Justice Department; District Inspectorate; and the Office of the People's Council and People's Committee. The district rearranges and reorganizes specialized agencies with similar characteristics to the rearrangement of ministries at the central level and provincial departments and agencies; merges the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment under the new name of the Department of Agriculture and Environment; merges the Department of Labor - War Invalids and Social Affairs and the Department of Internal Affairs under the new name of the Department of Internal Affairs; establishes the Department of Economy , Infrastructure and Urban Development based on the functions and tasks of the current Department of Economy and Infrastructure and reduces the functions and tasks related to Science and Technology; The Department of Culture, Science and Information will be established by taking over the functions and tasks of the current Department of Culture and Information, along with the functions and tasks related to science and technology from the Department of Economy and Infrastructure; the Department of Ethnic Minorities and Religion will be established by taking over the functions and tasks of the Department of Ethnic Minorities and the functions and tasks related to beliefs and religions from the Department of Internal Affairs. The Departments of Health and Education and Training will also take on additional state management functions and tasks, but their names will remain unchanged. With this plan, after restructuring and streamlining the apparatus, the Tien Yen District Party Committee will reduce 3 grassroots party branches and committees, from 29 to 26; and reduce the number of affiliated specialized agencies from 13 to 11 (a reduction of 2 specialized agencies).
Tien Yen District continues to closely follow the guidance and directives of the Central Government and the province to develop regulations and finalize the assignment of functions and tasks for specialized departments and agencies after the merger and consolidation of similar functions and tasks; guide and arrange the placement of officials and employees who wish to retire early according to the Central Government's guidelines; and ensure a sufficient number of officials and employees working smoothly in the merged units.
Comrade Nguyen Chi Thanh, Provincial Party Committee member and Secretary of the District Party Committee, affirmed: With experience in implementing Project 25 from many years ago, Tien Yen district has taken a step ahead in streamlining and rearranging the functions and tasks of agencies with similar responsibilities; aiming to reduce overlapping points, enhance effectiveness and efficiency in task implementation; ensuring overall coherence, synchronicity, and interconnectedness; and thoroughly overcoming overlapping functions and tasks, based on Party principles, rationality, and legality. Currently, the district is awaiting the provincial approval decision on the Project for rearranging and streamlining the district's political system to implement the next steps, thereby operating and implementing work effectively from the first months of the new year 2025. This will prepare well for the implementation of the Party Congresses of the district's Party agencies; and the Party Congress of the District People's Committee, term 2025-2030. Looking forward to the 26th Party Congress of Tien Yen District, for the 2025-2030 term, Tien Yen District is ready to enter a new era with many expectations; promoting the spirit of unity and consensus within the Party committee and government at all levels to build a strong, prosperous, and beautiful Tien Yen; affirming its position as the gateway city of the eastern region of the province.
