On the afternoon of February 20th, the Ho Chi Minh City People's Committee held an online conference to review the first two years of implementing the Project "Developing applications of population data, electronic identification and authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" (Project 06). The conference was chaired by the Chairman of the Ho Chi Minh City People's Committee, Phan Van Mai.
The core task of building a digital government .
Reporting at the conference, Major General Tran Duc Tai, Deputy Director of the Ho Chi Minh City Police, stated that after nearly two years of implementing Project 06 in the city, units have fully understood their roles, responsibilities, and specific tasks in implementing the Government's Project 06. This has led to a strong "transformation" throughout the entire political system to effectively carry out the assigned tasks.
According to Major General Tran Duc Tai, the Ho Chi Minh City Police, as the standing agency of the Steering Committee for the implementation of Project 06 in Ho Chi Minh City, has actively and seriously implemented the directives and guidance of central ministries and agencies; proactively and promptly advised on many documents to the City Party Committee and the People's Committee of Ho Chi Minh City; resolutely implemented solutions to clean up citizen data; established many mobile task forces to go to people's homes to collect citizen identification cards (CCCD) and electronic identification (ID) to serve the work of simplifying administrative procedures related to residence management, streamlining the types of necessary documents to carry out administrative procedures, and minimizing the cost and travel time for citizens...
“Ho Chi Minh City has identified Project 06 as one of the core tasks in building a digital government, digital economy , and digital society, creating favorable conditions for the development of Vietnamese digital technology businesses. This is the foundation and driving force that helps the city complete the programs and plans set forth by the City Party Committee. This is also an opportunity to clearly see the lessons learned and remaining obstacles in order to focus on resolving them and better implement Project 06 in the coming period,” said Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc at the conference.
Over the past period, many pilot models of Project 06 serving digital transformation have been implemented in Ho Chi Minh City. To date, the city has effectively implemented 17 out of 35 models, some of which have proven effective in practice, such as the model "Deploying accommodation management software for accommodation businesses and hospitals (ASM)"; the model "Cashless payment," implemented by the Department of Education and Training and the Department of Health in 100% of schools; the model "Medical examination and treatment using electronic chip-embedded citizen identification cards and the VNeID application"; "Issuing digital signatures to citizens on the VNeID application"...
To develop digital citizenship, the issuance of citizen identification cards (CCCD) and digital identity cards (DIG) plays a crucial role. Over the past two years, Ho Chi Minh City has directed the police to mobilize maximum resources, establishing mobile teams to go directly to communes, citizens' homes, or medical facilities to collect CCCD and DIG applications. Simultaneously, it has mobilized the participation of various sectors and levels to strengthen coordination with the police force in collecting CCCD applications and activating DIG accounts. To date, the entire city has received 7,677,777 applications for chip-embedded CCCD cards and 5,570,696/5,454,179 level 2 DIG accounts (achieving 102.1% of the target).
Simultaneously, since the implementation of Project 06, Ho Chi Minh City has completed the connection and sharing of the National Population Database (NPDB) with the City's Electronic One-Stop Information System, and has cleaned and enriched the NPDB on population to serve the direction and management of the city. To date, the progress of digitizing the results of administrative procedures on the Ho Chi Minh City administrative procedures information system has reached 95.89%; 276 partially online public services and 464 fully online public services have been smoothly provided on the City's Administrative Procedures Information System.
Continue to overcome difficulties.
At the conference, contributing to the implementation of Project 06, a representative from the Department of Education and Training stated that there are still some difficulties in determining the residency of students who do not have city household registration, therefore, linking temporary residency data is urgently needed.
According to Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, the important task for Ho Chi Minh City in the coming time is to synchronize systems and interconnect data with ministries and agencies because, in reality, some systems of central-level units are still not compatible with Ho Chi Minh City's system.
Representatives from Phu Nhuan District also pointed out that the implementation of public digital signatures is currently facing difficulties and requires further efforts in communication; moreover, digital signatures are only provided free of charge for one year when performing public services (not free for other transactions), so they proposed that digital signatures should continue to be free for citizens…
Major General Tran Duc Tai stated that in the coming period, Ho Chi Minh City will continue to promote the responsible role of leaders at agencies and units in decisively directing and managing the completion of tasks and targets of Project 06; and develop targets to be included in the annual evaluation and ranking of units and the heads of relevant agencies.
Chairman of the Ho Chi Minh City People's Committee, Phan Van Mai, Head of the Steering Committee for the implementation of Project 06, stated that after two years of implementation, despite many difficulties and new issues, the project has achieved significant results. These results have made a positive contribution to social development and management, as well as to the development of a digital society and digital transformation.
“I highly appreciate the participation of all levels and police agencies, which have coordinated smoothly and effectively over the past two years. The results achieved not only contribute to the city but also provide feedback to the central authorities, allowing us to learn from experience and successfully implement the project together,” said Phan Van Mai, Chairman of the People's Committee of Ho Chi Minh City.
With remaining difficulties such as some data not being interconnected, investment obstacles, and institutional issues, the units are continuing to address them. Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that these are new tasks and will continue to present challenges, so it is necessary to closely follow the plans and directives of the central government to ensure that Project 06 is closely linked to Ho Chi Minh City's Digital Transformation Project.
According to Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, if administrative procedures are to be conducted digitally by 2025, there must be a strong focus on developing public services now, and a single citizen app should be implemented for people to use, avoiding a proliferation of different services.
"The city has three steering committees: the Steering Committee for Project 06, the Steering Committee for Administrative Reform, and the Steering Committee for Digital Transformation. Therefore, I propose that the City's Department of Internal Affairs study and propose merging these three committees into one to streamline and improve the efficiency of leadership and management," emphasized Comrade Phan Van Mai.
