Firstly, there are difficulties in personnel management, both in terms of quantity and quality. Secondly, the information technology and digital infrastructure serving the administration and resolution of work remains inadequate. Departments and agencies will continue to monitor the situation based on recommendations from the practical experience of communes and wards, and then compile recommendations to submit to the central government for adjustments and additions, ensuring the stable and effective operation of the two-tiered local government.
