PROACTIVE, FLEXIBLE, AND INNOVATIVE LEADERSHIP METHODS
In 2023, amidst numerous difficulties and challenges, the leadership role of Party committees at all levels and the involvement of the political system in Nghe An were clearly affirmed.
The Provincial Party Committee, the Standing Committee, and the Executive Committee of the Nghe An Provincial Party Committee have maintained and spread the spirit of unity and solidarity, strictly adhering to the principles of organization and operation of the Party, especially the principle of democratic centralism; closely following and strictly implementing the leadership and guidance of the Central Committee, the working regulations, and the work program of the Party committee.
From the beginning of the year, the Provincial Party Committee, the Standing Committee, and the Provincial Party Standing Board identified key tasks, priorities, and bottlenecks that needed to be addressed, assigning them to lower-level Party committees, Party organizations, and agencies and units to focus on implementation. Simultaneously, through the Party Group of the Provincial People's Council and the Party Committee of the Provincial People's Committee, they led and directed the reform and improvement of the quality and effectiveness of the Provincial People's Council and the Provincial People's Committee's operations. This enabled them to promptly resolve difficulties and obstacles, unlock resources, overcome bottlenecks, and actively coordinate efforts to achieve tangible results.
The Provincial Party Committee, Standing Committee, and Executive Committee have led the Party Committee of the Fatherland Front and political-social organizations, as well as agencies within the political system, to actively cooperate with the Party committees and government in implementing tasks; promoting the great national unity, thus effectively mobilizing the people's support and strength.
The leadership and guidance methods continue to be innovated, especially by promoting proactiveness, flexibility, and decisiveness; consistency and firmness in directing a number of issues serving the long-term, sustainable, and breakthrough development of the province; and at the same time, promptly identifying and striving to overcome difficulties and turn the situation around with flexible policies and solutions. Nghe An is also very active in leveraging resources, persistently seeking and securing support from the Central Government and ministries, gradually resolving some long-standing and unresolved issues.
Focus on leading, directing, and completing the mid-term review and confidence vote on the implementation of resolutions of Party Congresses at all levels, and the confidence vote for those holding positions elected by the People's Councils.
The Provincial Party Committee, the Standing Committee, and the Executive Committee of the Nghe An Provincial Party Committee have focused intensely on the key task of building a clean and strong Party and political system, especially in the areas of political and ideological education; Party organization building; inspection and supervision; prevention and fight against corruption and negative phenomena; and mass mobilization, with many effective and systematic approaches that have left a significant mark and yielded outstanding results.
With synchronized efforts driven by innovation and determination towards the province's common development goals, and the collective strength and unity of the people and business community, Nghe An has achieved many positive results in socio-economic development.
The province completed 25 out of 28 key targets; economic growth reached 7.14%, ranking 26th nationwide; budget revenue exceeded 21,000 billion VND; FDI attraction set a new milestone, reaching 1.6 billion USD, ranking 8th nationwide. The economic scale maintained its position in the top 10 nationwide.
The quality of advanced education continues to maintain its top position nationwide; the health sector and healthcare for the people have achieved many new successes. The province has added 10 communes meeting the new rural standards, 35 communes meeting the advanced new rural standards, and 6 communes meeting the model new rural standards; one district has met the new rural standards.
Nghe An province has called for registration to support the construction of 12,196 houses, equivalent to 618.4 billion VND. In 2023, the entire province constructed and handed over 7,245 houses, totaling 350 billion VND from socialized funding, equaling the total of the previous 7 years combined.
The province has completed many major tasks, creating a very important foundation for development in 2024 and the following years; especially focusing on directing the review of Resolution No. 26; advising the Politburo to issue Resolution No. 39 on building and developing Nghe An province until 2030, with a vision to 2045; advising the Secretariat to organize a conference to disseminate Resolution No. 39; issuing an action program to implement Resolution No. 39; and submitting to the Prime Minister for approval the provincial planning for the period 2021-2030, with a vision to 2050.
At the conference, leaders of affiliated Party organizations presented papers on leadership and guidance in Party member development, new rural construction; citizen reception and dialogue with citizens, etc.
PROMOTE PROACTIVENESS, THOROUGHNESS, FLEXIBILITY, DECISIVENESS, AND A FOCUSED APPROACH IN LEADERSHIP AND GUIDANCE.
In his closing remarks at the Conference, on behalf of the Standing Committee of the Provincial Party Committee, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, commended the efforts of the entire Party Committee in achieving comprehensive, important, and solid results in Party building and inspection and supervision work in 2023; and congratulated the Party organizations and Party members who achieved outstanding results and received awards from various levels in 2023.
Evaluating and analyzing the achievements more clearly, while frankly pointing out the shortcomings and limitations that need to be seriously assessed, their causes identified, and effective solutions implemented, the Secretary of the Nghe An Provincial Party Committee emphasized the key tasks for 2024. This is a pivotal year in the term, requiring faster progress to complete the targets for the 2020-2025 term; especially the implementation of 7 out of 35 targets that were projected to be difficult to achieve after the mid-term assessment, including 4 targets in the socio-economic sector and 3 targets in Party building.
Accordingly, Provincial Party Secretary Thai Thanh Quy emphasized the need to continue maintaining and promoting the spirit of unity, solidarity, and responsibility. This is a key factor ensuring the success, effectiveness, and efficiency of the Party's leadership and management.
At the same time, continue to focus on promoting proactiveness, thoroughness, flexibility, and a clear focus in leadership and direction; ensure smooth coordination for common goals in leadership and direction between Party committees, People's Councils, and People's Committees at all levels; and coordinate among various sectors and units.
The Provincial Party Secretary emphasized the need to strengthen inspection, supervision, and strict discipline; ensuring that procedures, regulations, and principles are followed correctly and humanely; and promoting self-inspection and self-supervision at the grassroots level to promptly detect problems and provide corrections and reminders.
Regarding Party building and the political system, the head of the Nghe An Provincial Party Committee requested a focus on leading and directing the preparation for Party congresses at all levels, especially at the grassroots level, as well as the congresses of political and social organizations this year, ensuring they are carried out effectively.
In particular, it is necessary to create more profound changes in thinking, style, working methods, attitudes, and practices. At the same time, in areas where there is public opinion of poor, inefficient, and stagnant work that causes difficulties for citizens and businesses, it is necessary to boldly reassign officials; actively innovate and improve the effectiveness of mass mobilization and propaganda work; proactively identify and handle prominent issues, cases, and incidents; and have the Standing Committee of Party Committees at all levels and the Provincial Steering Committee on Anti-Corruption and Negative Practices monitor and direct these efforts.
Regarding leadership in socio-economic development and ensuring national defense and security, the head of the Nghe An Provincial Party Committee requested a focus on directing the implementation of several major, key tasks such as: systematically implementing the Provincial Planning for the period 2021-2030, with a vision to 2050; the action program of the Government and the Provincial Party Committee to implement Resolution 39 of the Politburo, especially strengthening coordination with central ministries and agencies to complete the process of advising the Government to submit to the National Assembly for consideration and promulgation a Resolution on special mechanisms and policies in accordance with the spirit of Resolution 39 before June 2024.
Simultaneously, the leadership effectively directed the expansion of Vinh City's administrative boundaries and urban space; successfully implemented the second phase of the reorganization of commune-level administrative units, ensuring peace and stability for the people and localities; reorganized public assets and assigned personnel; decisively and effectively implemented solutions to promote the disbursement of public investment capital and the three National Target Programs from the beginning of the year; commenced and accelerated the completion of key projects; continued administrative reform with a decisive approach; and strived to continue attracting FDI, remaining among the top 10 in the country.
Comrade Thai Thanh Quy requested continued attention to allocating resources for the further development of culture, society, education, health, and social security, especially the continued effective implementation of the housing support program for poor households and households facing housing difficulties.
Maintain a firm grasp of the situation, remain highly vigilant, concentrate fully, absolutely avoid being caught off guard or surprised, prevent the emergence of hotspots or complex situations; keep the area stable for economic and social development.
The Provincial Party Secretary noted that the immediate priority is to make thorough preparations for Tet (Lunar New Year) for the people, focusing on ensuring security, social order, and safety, and guaranteeing the supply of essential consumer goods. After the Lunar New Year, the focus should be on immediately resuming work.
At the conference, the Standing Committee of the Provincial Party Committee announced the decision on the classification of Party committees directly under the Provincial Party Committee and the decisions on awarding commendations to Party organizations and Party members in 2023.
