In the context of the continued increase in demand for coal for electricity production and industry, the development of key projects is identified by TKV as a key task to ensure stable output, meeting the goal of sustainable development. One of the typical projects that is being accelerated is the project to exploit the depth below -220 of Binh Minh mine, invested by Hon Gai Coal Company. This is a key project in the 2023-2027 period of the Group, with a designed capacity of 300,000 tons of coal/year, with a total investment of 1,100 billion VND. The project's objective is to expand the resource exploitation space, while improving productivity, production efficiency and improving working conditions for workers. Thereby, creating a comprehensive change in the quality and efficiency of coal mining in the coming time.
According to the plan, the entire 7,325 meter long basic construction tunnel excavation volume will be completed before September 30, 2026. In 2025 alone, Hon Gai Coal Company aims to dig a 3,118 meter tunnel, and put the light mechanized longwall into operation in the first quarter of 2026. By the end of May 2025, many important targets of the project have exceeded the plan. The tunnel excavation volume reached nearly 1,300 meters. At the same time, the procurement and installation of equipment are also being implemented synchronously to ensure overall progress.
Mr. Le Trung Toan, Director of Hon Gai Coal Company, said that in the first 5 months of the year, the unit has invested more than 124 billion VND, equal to 20.8% of the yearly plan. The company is making efforts to speed up progress to complete the investment plan and dig the basic construction tunnel in 2025. In addition to the Binh Minh mine project, the unit is also fully preparing legal and technical conditions to start the Ha Rang mine expansion project according to the schedule committed to the Group.
In the coming time, the unit will continue to operate production effectively, closely following the 2025 investment plan, while strictly implementing storm and flood prevention work, ensuring production and environmental safety. The implementation of site planning, tree planting, and building a "green - clean - beautiful" industrial environment are also requirements set out during the project construction process.
Besides Binh Minh mine, other units in TKV are also actively implementing a series of key projects such as: Khe Cham II-IV Project (Ha Long Coal Company), Ha Rang Mine Expansion Project, Deo Nai - Coc Sau Mine Cluster Project, Tan Yen Mine Tunnel Project, workers' housing and other production maintenance projects... These are all important projects, contributing to expanding mining capacity, modernizing technology and improving resource utilization efficiency.
To ensure investment progress, legal work, especially the issuance, extension and adjustment of coal mining licenses, has been urgently implemented by TKV and its units in close coordination with the competent authorities. As of mid-June 2025, many projects have achieved positive results. Notably, 3 coal mining projects have been granted mining licenses by the Ministry of Agriculture and Environment , including: Ha Rang mine expansion project; Tan Yen underground mining project; Coc Sau - Deo Nai open-pit mining project.
Currently, the Department of Geology and Minerals of Vietnam has completed the appraisal and submitted to the Ministry of Agriculture and Environment for licensing of 3 dossiers, including: Extension of the mining license for the Dong Vong mine tunnel mining project; adjustment of the mining license for the Ha Lam mine under -50 mining project; and issuance of a new mining license for the Na Duong coal mine expansion project. It is expected that all 3 dossiers above will be considered and resolved by the Ministry of Agriculture and Environment in June 2025.
In addition, the Vietnam Geology and Minerals Department has also received two new dossiers for appraisal, including: Adjusting the mining license for the Phase II mining project of Mong Duong mine; extending the mining license for the underground mining project -75 of Binh Minh coal mine. These two dossiers are expected to be licensed by the Ministry of Agriculture and Environment in September 2025.
Mr. Phan Xuan Thuy, Deputy General Director of TKV, said that investment is the key factor to maintain and develop production in the long term. Therefore, units need to continue to thoroughly grasp and strictly implement the Group's instructions on investment progress, quality and efficiency. At the same time, it is necessary to strengthen coordination between professional departments and member units, proactively remove procedural obstacles, promote online cooperation to promptly direct and handle arising issues.
In fact, in recent times, thanks to the active coordination with the Ministry of Agriculture and Environment and relevant agencies, TKV has quickly resolved many procedures related to the issuance, extension and adjustment of coal mining licenses. This not only promptly removes legal "bottlenecks", but also creates conditions for the Group to proactively allocate resources, stabilize mining output in 2025 and the following years, contributing to effectively implementing the goal of developing the coal industry according to the direction of the Government .
