New Zealand's special support policies are for candidates under Project 89 of the Ministry of Education and Training .
The eight universities include the University of Auckland, University of Otago, Victoria University of Wellington, University of Canterbury, University of Waikato, Massey University, Lincoln University and Auckland University of Technology. These universities are all in the top 2% of universities in the world.
According to the announcement, in addition to the commitment to accepting candidates, the schools also implement many practical policies to support academics, life and research specifically for Vietnamese lecturers and educational administrators studying for master's and doctoral degrees.
Education New Zealand (ENZ) informs that New Zealand has the lowest tuition and living expenses among English-speaking countries.
The average cost of doctoral training is only from 3,600 to 6,000 USD/year, or about 24,000 USD for the entire 4 years of study - lower than the support level in Project 89 (25,000 USD/year).
The prescribed living expenses of 12,000 USD/year are also completely consistent with the current support level in Vietnam.
In particular, postgraduate students are allowed to bring their spouses and children, can work full-time during their studies and enjoy many support services such as insurance, health care, airport pick-up, psychological counseling and career guidance...

Project 89 is the abbreviation of "Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the 2019 - 2030 period", approved under Decision No. 89/QD-TTg.
To date, hundreds of candidates have been sent to study and research in developed countries.
