According to VNA, on March 15, General Secretary To Lam, head of the Subcommittee on Documents for the 14th Party Congress, chaired a meeting of the subcommittee to provide feedback on the draft Political Report for finalization before submission to the Politburo and the Central Committee at the 11th Central Committee meeting of the 13th term.

Attending the meeting were members of the subcommittee: President Luong Cuong; Prime Minister Pham Minh Chinh; Chairman of the National Assembly Tran Thanh Man ; Standing Member of the Party Central Committee Tran Cam Tu...

Every word and phrase must be precious.

In his concluding remarks, General Secretary To Lam acknowledged the efforts of the document drafting team and highly appreciated their proactive and responsible work in submitting the document to the subcommittee.

The draft Political Report has been significantly streamlined, reflecting the view that the document should be concise, easy to understand, easy to implement, and less academic in nature.

Ensuring high levels of action, facilitating immediate implementation after the congress; serving as a model for drafting political reports of Party organizations.

The General Secretary requested that the Political Report be further reviewed, revised, and perfected to ensure its actionability, its documentary value, and its feasibility.

At the same time, it is necessary to ensure balance and harmony between the chapters, sections, and subsections, and to make every sentence and every word precious so that the Political Report truly becomes a "monument," a torch illuminating the path for the country's development in the coming period.

The General Secretary noted that some points had been clarified, but there were still issues that needed further research and analysis to be perfected.

Regarding the economy, the General Secretary requested further research to clarify the meaning of Vietnam's "new growth model" in the coming period, especially emphasizing the fundamental elements for rapid and sustainable development.

This includes correctly identifying the roles of economic sectors, emphasizing the role of the private sector as the most important driving force for GDP growth, labor productivity increase, and job creation… Early preparation in infrastructure and human resources for the double-digit growth target in the coming period is also crucial.

Further strengthen innovation in human resource development, especially in education and training; refer to and learn from the experiences of countries with advanced education systems to build a modern national education system.

The potential of the Vietnamese people is not inferior to that of any other nation in the world; maximizing that potential will enable the country to rise and develop...

In addition, further research and evaluation are needed on the results of implementing the policy of streamlining the political system and reorganizing administrative units at all levels.

This is not simply a matter of adjusting administrative boundaries, but also a matter of adjusting economic space; adjusting the division of labor and decentralization, adjusting the allocation and combination of economic resources…

To lead the country to breakthrough development and prosperity in the new era.

Regarding science and technology, General Secretary To Lam stated that Resolution 57 of the Politburo has clearly addressed this issue.

This is identified as "the main driving force for the rapid development of modern productive forces, the improvement of production relations, the innovation of national governance methods, socio-economic development, the prevention of the risk of backwardness, and the achievement of breakthrough development and national prosperity in the new era."

The General Secretary also requested that the draft report include a review and deepening of the content on the development of science and technology and digital transformation, reflecting a consistent approach across all aspects of social life, from national governance to economic development, ensuring national defense and security, and addressing social issues.

The General Secretary emphasized the need to continue reviewing the contents to ensure a balance between economic development and cultural and social development, with the ultimate goal of improving and better meeting the material and spiritual needs of the people, clearly demonstrating the superiority of socialism.

Further research could quantify specific policies so that people can see and evaluate them.

The General Secretary suggested continuing to analyze, forecast, and supplement new developments in the world and regional situation that affect Vietnam.

Updating achievements in defense, security, and foreign affairs, and identifying viewpoints, orientations, policies, and solutions for the coming period; more clearly demonstrating Vietnam's proactive approach to international integration; and its positive contributions to common global and regional issues…

Regarding Party building, the General Secretary emphasized that the standing subcommittee and the editorial team should continue to coordinate with the Subcommittee on Party Regulations to supplement and refine the viewpoints and policies on Party building in the coming period, commensurate with the Party's particularly important role and mission in this historical period.

The Party must always be in a pioneering position, steering the ship of the Vietnamese revolution towards the goals of wealth and prosperity.

Continue research to supplement the content of implementing President Ho Chi Minh's words, "Our Party is moral and civilized"; the Party must constantly improve itself, purify itself, and enhance its capabilities and intellect to meet the very high demands of the revolutionary cause in the coming period.

Emphasizing that the work ahead is immense, and with little time remaining until the 11th Central Committee Conference, the General Secretary requested the Document Drafting Subcommittee, with its innovative thinking and close attention to the situation, to conduct thorough research and discussions, and to incorporate feedback from all levels.

We will dedicate our utmost efforts, coordinate closely, and maintain regular contact with other subcommittees and the standing committees of the editorial boards of other subcommittees to continue supplementing and refining the draft Political Report to ensure its high quality.
