Speaking at the 10th National Congress of the Vietnam Fatherland Front (VFF), for the 2024-2029 term, General Secretary and President To Lam summarized many of the country's achievements in recent years. From a backward economy , Vietnam has risen to become one of the top 40 leading economies, with its trade volume ranking among the top 20 countries in the world.

“Taking the happiness and well-being of the people as the goal, Vietnam has achieved the Millennium Development Goals ahead of schedule, and is considered by the United Nations and international friends as a success story, a shining example of poverty reduction and continuous improvement of the material and spiritual lives of the people,” General Secretary and President To Lam emphasized. According to General Secretary and President To Lam, these great achievements are due to the wise and skillful leadership of the Party; the unity and solidarity of the entire Party, people, and army, including the important role of the national unity bloc, and the contributions of the Vietnam Fatherland Front and its member organizations.

The Front's core political role is increasingly being affirmed.

Summarizing the achievements of the past term, General Secretary and President To Lam acknowledged the increasingly affirmed political core role of the Fatherland Front and socio-political organizations, contributing to the overall strength of the entire political system and the whole people in the cause of building and protecting the Fatherland... The implementation of the project to build solidarity houses for poor households in Dien Bien province, especially the coordination in implementing the program to eliminate temporary and dilapidated houses nationwide, to be completed in 2025, is a typical and outstanding activity in the innovation of methods for implementing social security work.

The work of social supervision and criticism, and participation in contributing ideas to build a clean and strong Party and government, continues to achieve many important results; the supervision of cadres and Party members, especially leaders, in their moral conduct, lifestyle, and performance of public duties has received attention and achieved positive results… “With the achievements made in the past, the Vietnam Fatherland Front deserves its role as a political alliance, a voluntary union, the political foundation of the people's government; a core organization in promoting the tradition and strength of the great national unity; an important bridge between the Party, the government and the people; promoting the role of the people as the main actors in social life; representing and protecting the legitimate rights and interests of its members and the people,” General Secretary and President To Lam acknowledged. In addition, the General Secretary and President also noted that the work of the Fatherland Front still has shortcomings and limitations that need to be discussed in depth and thoroughly addressed in the near future. According to the General Secretary and President, our country is facing a historical opportunity to enter a new era, an era of national progress, becoming a developed country with high income, following the socialist orientation, successfully fulfilling the aspirations of President Ho Chi Minh and the aspirations of the entire nation, and bringing the country to stand shoulder to shoulder with the world's leading powers. To achieve that goal, it is necessary to strongly awaken the spirit of patriotism, the desire to contribute, the will for self-reliance, self-confidence, self-strength, national pride, and to promote the great strength of the great national unity, combining national strength with the strength of the times, which is of crucial importance. This is the responsibility of the entire Party, the entire people, and the entire army, in which the Vietnam Fatherland Front and its member organizations play a core role with a glorious and noble responsibility.

When the people need us, the Front is there; when the people are in difficulty, the Front is ready.

Emphasizing several issues for the Congress to discuss, consider, and decide upon, General Secretary and President To Lam noted the need for a unified understanding of the position and special importance of the great national unity bloc and the urgent, more than ever, top priority of consolidating and promoting the great national unity bloc under the leadership of the Party. This is one of the key solutions to lead the country into a new era.

The General Secretary and President pointed out that historical practice shows that the great national unity is the source of all the successes of the Vietnamese revolution. The greater the difficulties and challenges, and the more immense the demands and tasks of the revolution, the more necessary it is to unite closely, broadly, and firmly; only through unity can there be victory. The great national unity can only create immense strength and become an invincible force when it is tightly organized, deeply enlightened about the goals and ideals, and guided by the correct line; it is most effectively utilized when gathered within the Vietnam Fatherland Front under the leadership of the Party. The Communist Party is a member of the Vietnam Fatherland Front and also the leader of the great national unity. The primary task of the Party, and directly of the Party Committee of the Vietnam Fatherland Front, is to propagate and educate the masses to understand the necessity of unity; Guiding the great unity of the entire working people, fostering creativity in pursuit of goals and tasks consistent with national interests and the legitimate aspirations of the people... Implementing the strategic goals of the 100-year period under the leadership of the Party, the 100th anniversary of the nation's founding, is a crucial, immense task with many difficulties and challenges; this task can only succeed when the strength of national unity is gathered.

In the current period, the Front needs to effectively fulfill its core role, leading and coordinating with member organizations to unite all strata and outstanding individuals, maximizing the pioneering role of the working class, unleashing the immense potential of the peasantry, intellectuals, and laborers, ensuring high unity in awareness, thought, and action, and steadfastly pursuing socialist goals and ideals. The Front should proactively engage in people-to-people diplomacy; resolutely protect and maintain national independence and sovereignty , ensure political and social stability, and build an increasingly prosperous and happy country; and be the core in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints. In addition, the General Secretary and President emphasized the importance of caring for and protecting the practical, legitimate, and lawful interests of the people; the highest goal is to serve the people and improve their lives.

“Our Party has no interests other than the interests of the people; the people are the center and subject of all the Party's policies and guidelines; all the efforts of the Party, the State, and the entire political system are only meaningful when the people have a prosperous and happy life,” General Secretary and President To Lam emphasized. Besides solutions to care for and improve the people's lives, the Vietnam Fatherland Front and its member organizations need to proactively coordinate with the government at all levels to effectively resolve pressing social issues at the grassroots level. At the same time, they should actively gather and listen to the people's opinions, truly becoming a reliable support and voice of the people to reflect to Party committees and governments at all levels; carrying out social supervision and criticism, especially on issues of national importance and people's livelihoods. The Front needs to effectively participate in and encourage the people to actively participate in the fight against waste, corruption, and negative phenomena. The immediate priority is to actively participate in organizing and mobilizing the people to successfully conduct the election of deputies to the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term. In addition, the General Secretary and President also emphasized the need to continue to strongly innovate the content and methods of the Vietnam Fatherland Front's activities in a practical direction, closely connected with the people, and accompanying them, embodying the principle that "when the people need the Front, the Front is there; when the people face difficulties, the Front is ready to participate." This includes gathering and maximizing the role and contributions of scientists , experts, and outstanding individuals from all walks of life, ethnic groups, religions, and the Vietnamese community abroad to the development of the country… General Secretary and President To Lam expressed his deep confidence that the Vietnam Fatherland Front at all levels will continue to innovate, be proactive and creative, and unite all strata of the people to work together, uphold the patriotic tradition, the resilience and strength of the Vietnamese people, determined to overcome all difficulties and challenges, seize new opportunities, and confidently and selflessly enter a new era – the era of the Vietnamese nation's rise; all for the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization."
