The ceremony was held at a time when the whole country was flying flags at half-mast and holding a national funeral, in memory of a leader who devoted his whole life to the glorious revolutionary cause of the Party and the nation.
Attending the ceremony and funeral were all officials and employees of the representative agency, representatives of agencies besides the Consulate General, and a number of diplomatic representatives in San Francisco.
In his memorial speech, Consul General Hoang Anh Tuan emphasized: “The passing of Comrade Tran Duc Luong is a great loss to our Party, State and People. But the legacy he left behind – his intelligence, courage, morality and lifestyle for the country and the people – will forever be a torch to light the way for future generations.”

Comrade Tran Duc Luong was born on May 5, 1937 in Pho Khanh commune, Duc Pho district, Quang Ngai province. From 1955, he began participating in revolutionary activities, officially becoming a member of the Communist Party of Vietnam in 1959.
Starting out as a technical officer in the geological sector, he gradually matured through many important positions: Director General of the General Department of Geology, Vice Chairman of the Council of Ministers, Deputy Prime Minister, and especiallyPresident from 1997 to 2006.
Consul General Hoang Anh Tuan affirmed: “It was during the tenure of Comrade Tran Duc Luong that the country made strong strides in economic development, accelerated industrialization and modernization, and especially deep international integration. He was one of the people who laid a solid foundation for Vietnam-US relations in the post-normalization period, on the basis of independent, self-reliant, multilateral and diversified foreign relations.”
Comrade Tran Duc Luong always paid deep attention to foreign affairs and Vietnam's position in the international community. As the head of state, he made many important contributions to expanding foreign relations, promoting international cooperation, while upholding the principles of peace, sustainable development and respect for international law. With the overseas Vietnamese community, Comrade Tran Duc Luong always affirmed that this is an inseparable part of the nation.

He repeatedly called on overseas Vietnamese to preserve their cultural identity, promote solidarity and make practical contributions to the cause of national construction and defense. The life and revolutionary career of Comrade Tran Duc Luong are vivid evidence of a virtuous, steadfast, exemplary leader who always put the interests of the nation first.
He was a member of the Party Central Committee of the 5th, 6th, 7th, 8th, and 9th terms; a member of the Politburo of the 8th and 9th terms; and a National Assembly delegate for many terms. For his great contributions, he was awarded the Gold Star Order - the highest honor of the Party and the State - along with many other prestigious medals and titles.
Sharing with the Vietnamese people about the passing of comrade Tran Duc Luong, Ambassador - Consul General of China in San Francisco, Mr. Jianmin Zhang, wrote in the condolence book: “On behalf of the Chinese Consulate General, I would like to express my deepest condolences on the passing of former President Tran Duc Luong. He will always be remembered for his great contributions to the development of Vietnam and the friendship between our two peoples. May he rest in peace.”

Some people attending the funeral also expressed their deep respect for former President Tran Duc Luong - who was considered calm, steadfast and always pursued dialogue and cooperation, contributing to the stability of the Asia-Pacific region.
The ceremony was held with full solemnity, showing the respect of the Consulate General of Vietnam in San Francisco for the nation's outstanding leader. At the end of the ceremony, all attendees lit candles to commemorate and express gratitude for the great contributions of comrade Tran Duc Luong. The light from the candles is the promise of today's generation to continue the revolutionary path, serve the Fatherland, continue to develop and integrate for a prosperous, peaceful and prosperous Vietnam.
At the end of the ceremony, Consul General Hoang Anh Tuan emotionally said: “Farewell to comrade Tran Duc Luong - a staunch communist, exemplary leader, and an outstanding son of the nation! I respectfully bow before your spirit!”
