According to the latest update from the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) on the afternoon of October 16, the Board is completing procedures to prepare to start construction of 2 sections of Ring Road 2, Ho Chi Minh City at the end of November 2025.
The Traffic Department said that the Ho Chi Minh City Ring Road 2 Project currently has 3 sections that have not been invested in. Specifically, section 1 from Phu Huu Bridge to Vo Nguyen Giap Street (about 3.5 km long); section 2 from Vo Nguyen Giap Street to Pham Van Dong Street (2.4 km long); and section 3 from Pham Van Dong Street to the Go Dua - National Highway 1 intersection, 2.7 km long.
Regarding the progress of phase 1, the Traffic Department is currently completing the procedures for approving the construction drawing design and estimates to organize construction bidding in October and November 2025.
Phase 1 is expected to start construction at the end of November 2025. The Binh Thai intersection on Ring Road 2 will start construction at the end of December 2025.
Section 1 of Ring Road 2 has a total investment of VND9,328 billion, of which site clearance costs are VND6,675 billion.

For section 2 (from Vo Nguyen Giap Street to Pham Van Dong Street), the Traffic Department is also completing the procedures for approving the construction drawing design and estimate to organize the construction bidding in October and November 2025. Construction is expected to start at the end of November 2025, and the Ring Road 2 - Pham Van Dong intersection will start at the end of December 2025.
Section 2 has a total investment of VND 4,543 billion, of which site clearance costs are VND 1,956 billion.
However, one of the conditions for starting construction of phase 1 and phase 2 depends on the site handover.
According to the report of the Compensation and Site Clearance Board of the old Thu Duc City, by early November, priority will be given to completing the land acquisition of the entire route from Phu Huu Bridge to Road 79 (Ring Road 2, Section 1), and the route from the Binh Thai intersection to Pham Van Dong Street (Ring Road 2, Section 2) to carry out the construction and installation work.
As for section 3, implementation under the BT contract form will be carried out by the investor.
Currently, relevant departments and branches are focusing on appraising, submitting for approval the adjustment of the Feasibility Study Report, phase 3, and negotiating the BT Contract with investors.
Therefore, the commencement of phase 3 will only be carried out after completing legal procedures.
Currently, Ho Chi Minh City is researching to close the remaining 14 km, divided into 4 sections. Of which, 3 sections have identified investment capital sources.
As for section 4, from National Highway 1A to Nguyen Van Linh Street, 5.3 km long, capital has not yet been allocated for investment.
