Ho Chi Minh City activates a series of infrastructure projects at the gateway

Ho Chi Minh City is speeding up procedures to prepare to start a series of trillion-dong infrastructure projects in 2026.

Approved detailed plan to implement 4 projects

Recently, the Ho Chi Minh City People's Committee approved a detailed plan to implement 4 projects, upgrading and expanding national highways at the gateway including National Highway 1 (from Kinh Duong Vuong Street to the old Long An provincial border); National Highway 22 (from An Suong intersection to Ring Road 3); National Highway 13 (from Binh Trieu Bridge to the old Binh Duong provincial border); and the North-South axis road.

These projects are all scheduled to start construction in 2026 and be completed in 2028. These are key traffic routes that will be expanded from the current 4 lanes to 10-12 lanes, contributing to removing regional connectivity bottlenecks and reducing congestion at gateways.

The total investment of these 4 BOT projects is more than 57,000 billion VND, in which the City budget participates in the site clearance part, accounting for about 47-50% of the total investment capital. The remaining part is mobilized by investors in the form of PPP, after completion, investors will be collected capital recovery fees according to regulations.

To speed up the progress, recently, the People's Committee of Ho Chi Minh City issued a document assigning the Traffic Construction Investment Project Management Board (Traffic Board) to post a notice to survey investors' interest in these 4 BOT projects. Currently, the 4 projects have received the attention of many domestic investors, so finding investors is not too difficult.

Furthermore, in these projects, the state budget has paid for the site clearance part, thus reducing the financial burden for investors and increasing the attractiveness of the projects.

When completed, the four national highways at the gateway will help reduce traffic congestion, improve the capacity to transport goods from industrial parks to seaports, reduce transportation time and costs, increase investment attraction and create new development momentum for Ho Chi Minh City after the merger.

Series of projects open up new development space

The year 2026 will mark a breakthrough in infrastructure investment in Ho Chi Minh City with many iconic infrastructure projects, including many bridges with large total investments and designed to become new symbols of modern urban areas.

One of the notable projects is the Binh Tien Bridge and Road Project, with a total investment of more than 6,200 billion VND, connecting the central area with the old District 8 and the old Binh Chanh District. According to the plan, the Project will start construction in the first quarter of 2026. Once completed, it will open another strategic connection from the city center to the South Saigon area, reducing pressure on existing bridges such as Chu Y, Nguyen Van Cu or Kenh Te which are in a state of overload.

Another project is Can Gio Bridge - a new symbol of Ho Chi Minh City's aspiration to reach out to the sea. The bridge is 7.3 km long, has a clearance of 55 m, with a total investment of more than 11,000 billion VND, and is expected to start construction in 2026. When completed in 2028, the bridge will replace Binh Khanh ferry, shortening travel time from the city center to Can Gio district, paving the way for breakthrough development of the coastal tourist urban area.

Recently, at a seminar on the ESG Can Gio super urban project, Ms. Phan Thien Ly, Sales Director of Vinhomes Green Paradise Project, said that the high-speed urban railway connecting the center of Ho Chi Minh City to Can Gio is expected to start construction at the end of 2025 or at the latest in early 2026, and is expected to be put into operation in 2028.

After this metro line is built, travel time from the city center to Vinhomes Green Paradise Urban Area (also known as Can Gio coastal urban area) will only be about 12 minutes.

Regarding the Ring Road, in 2026, Ho Chi Minh City will start construction of the 207 km long Ring Road 4, passing through Ho Chi Minh City, Dong Nai , Tay Ninh, with a total investment of more than 120,000 billion VND. Ho Chi Minh City and neighboring localities are clearing the land to start construction in 2026.

This is a key project in the transport network connecting the Southeast region. When completed in 2028, this beltway will help connect regions quickly and create a new logistics industrial development corridor for the entire Southern region.

The simultaneous commencement of trillion-dong projects in 2026 shows Ho Chi Minh City's strong determination to prioritize infrastructure investment to pave the way for the development space of a "super" city as set out in the Resolution of the Ho Chi Minh City Party Committee for the 2025-2030 term.
