Storm Kalmaegi is forecast to enter the East Sea on November 5 as storm number 13 and make landfall in the central provinces on November 7; however, due to the storm's circulation and the activity of forms such as high tides and tropical convergence zones, Ho Chi Minh City will have heavy rain and rising water.

 The Department of Agriculture and Environment announces: Implementing the Official Dispatch 25 of the National Civil Defense Steering Committee; requesting departments, branches, units and localities to closely monitor the developments of storm No. 13, and prepare response plans for storms, landslides and flooding caused by heavy rain combined with high tides in early November.
 According to the Southern Hydrometeorological Station, due to the influence of storm Kalmaegi when entering the East Sea, the sea area from Lam Dong to northern Ca Mau has west to southwest winds at level 4, sometimes level 5, wave height from 1 - 2.5 m, the sea is sometimes slightly rough. The sea area of Ca Mau - An Giang - Phu Quoc has light winds, wave height from 0.5 - 1.5 m. In both sea areas, the weather has scattered showers and thunderstorms. During thunderstorms, beware of tornadoes and strong gusts of wind at level 6 - 7.
Ho Chi Minh City weather is cloudy, sunny during the day, showers in many places in the evening, heavy rain in some places.
In particular, coastal localities, island communes, Con Dao special zone, together with the border guards, the Department of Fisheries, Fisheries Surveillance and the Coastal Information Station, organized the counting and guidance of boats to move and anchor safely, not leaving crew members on board when the storm made landfall. Units were on duty 24/7 to grasp the situation, proactively mobilize forces, means and equipment for search and rescue and be ready to respond when bad situations occurred.
The city requires units such as the Department of Construction, Urban Drainage Company, Irrigation Management Company, Technical Infrastructure Management Center and infrastructure project investors to coordinate with local People's Committees to effectively operate reservoirs, drainage culverts, spillways and mobile pumps to promptly handle flooding caused by heavy rain, high tides and flood discharge from Dau Tieng Lake.
The Southern Irrigation Exploitation Company, Tri An Hydropower Plant and reservoir management units closely monitor weather conditions, water levels and operate reservoirs safely, limiting flooding in downstream areas.
The Green Park Company must quickly handle the problem of fallen trees; the Department of Tourism requires the temporary suspension of tourist boat operations during bad weather; the City Electricity Corporation urgently fixes the power problem caused by storms.
