What is the maximum amount of money allowed to be collected for after-school childcare in big cities like Ho Chi Minh City, Hanoi , Da Nang and other localities?

In Ho Chi Minh City , Resolution 18/2025/NQ-HDND of the Ho Chi Minh City People's Council stipulates revenues and collection levels, revenue and expenditure management mechanisms for services serving and supporting educational activities of public educational institutions in Ho Chi Minh City for the 2025-2026 school year.

According to Resolution 18/2025/NQ-HDND, the revenue for "After-school care and nurturing services (including caretaking services before and after school hours, excluding meals)" only applies to preschool education, and is regulated to a maximum of VND 12,000/hour/student in group 1; and a maximum of VND 11,000/hour/student in group 2.

Also according to Resolution 18/2025/NQ-HDND, the revenue from "After-hours care and nurturing services (including babysitting services on holidays, excluding holidays, excluding meals) is only applied to preschool level, and is regulated at a maximum of VND 128,000/student/day for students in group 1; and a maximum of VND 120,000/student/day for group 2.

Group 1 is students, children, and trainees studying at educational institutions in wards in Ho Chi Minh City. Group 2 is students, children, and trainees studying at educational institutions in communes and special zones in Ho Chi Minh City.

In Da Nang , Resolution 98/2022/NQ-HDND regulates the collection of welfare services and educational support activities for public educational institutions in Da Nang City. Here, according to the list of allowed collections, there is a collection of "Managing primary school students outside of school hours (late pick-up after 4:30 p.m., maximum 2 periods/session) with organized teaching of gifted subjects", which is 15,000 VND/student/period. This collection only applies to primary school, not to preschool, middle school, or high school.

Resolution 98/2022/NQ-HDND of Da Nang also has a section regulating the collection of money for "Organizing summer boarding, including hiring cooks, boarding management), which is only applicable to preschool level at 825,000 VND/student/month. And the regulation on collection of money for "Organizing Saturday kindergarten boarding, including hiring cooks, paying extra teaching salaries, boarding management, 3 days/month)" is 240,000 VND/child/month.

In Nghe An, according to Resolution No. 31/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council stipulating the maximum collection level of service fees serving and supporting educational activities of schools for public educational institutions in the province, amended and supplemented in Resolution No. 15/2022/NQ-HDND, includes the service "Care and nurturing of children in public educational institutions on holidays and summer days". This service is allowed to collect a maximum of 60,000 VND/student/day.

In Hanoi , recently, at the 28th session, the majority of delegates of the Hanoi People's Council voted to approve the Resolution regulating the list, collection levels and management mechanism for services serving and supporting educational activities at public preschools and general education institutions. From the 2025-2026 school year, Hanoi will allow public preschools and general education schools to organize student care outside of regular school hours with a maximum collection of 12,000 VND/hour/student.

Specifically, the revenue for "Childcare and after-school care services (including care services before and after school hours, excluding meals) is a maximum of 12,000 VND/student/hour.
In addition, there is also the fee for "After-hours childcare and student care services (including childcare services on holidays, excluding meals)" which Hanoi stipulates as a maximum of 96,000 VND/student/day (1 day = 8 hours).

In Quang Ninh, Resolution 68/2025/NQ-HDND issued on July 17, 2025 stipulates revenues and collection levels, revenue and expenditure management mechanisms for services serving and supporting educational activities in public preschool, general education and continuing education institutions in the province, stipulating "Preschool childcare services outside of prescribed hours: Early pick-up, late drop-off; Saturday; during summer vacation: By agreement". That is, the fee for looking after students outside of hours is according to the agreement between the educational institution and the student's parents.

In Hai Phong, Resolution 02/2022/NQ-HDND dated July 20, 2022 stipulates the list of revenues and collection levels, revenue and expenditure management mechanism for services supporting educational and training activities, for public educational institutions in the city.

Accordingly, the service "Child/student management outside of working hours (at the beginning of school hours and after school hours when parents and children have a maximum need of no more than 3 hours/day)", applied to preschool and primary school levels, is a maximum of 10,000 VND/hour/student.

Saturday babysitting service for preschool children (when parents need it), maximum charge is 50,000 VND/student/day.

If only 1 or 2 parents register for the whole school year, it will be difficult to organize after-school childcare.

Principals of many kindergartens said that after-school childcare/childcare services are organized based on the registration needs of parents. At the same time, a certain number of parents must register to open this class, because it also involves arranging and paying for staff, teachers, and caregivers to care for and manage after-school children/children.

The principal of a public kindergarten in Tan Hung ward, Ho Chi Minh City, said that at the school, the pick-up time is from 7:00 a.m., and the drop-off time is from 4:00 p.m. to 5:00 p.m. Very few parents want to send their children to kindergarten after 5:00 p.m. Sometimes, in the whole school year, only 1-2 parents ask the school about this, so the school does not organize childcare after 5:00 p.m.

"Some public kindergartens in industrial parks and industrial clusters meet the needs of many parents, organize after-hours childcare activities, with fees based on the Resolution of the City People's Council on regulations on fees and rates, revenue and expenditure management mechanisms for services serving and supporting educational activities. However, there are also many busy parents who cannot pick up and drop off their children during working hours, so from the beginning they choose to send their children to private kindergartens; private independent kindergarten groups and classes, so they can send their children all day on Saturdays, even Sundays, send their children early and pick them up late. The reason is that these facilities are flexible in the working hours of teachers/caregivers and flexible in negotiating costs for after-hours childcare services between parents and the school," said the principal of a kindergarten in Tan Hung ward, Ho Chi Minh City.
