Ho Chi Minh City: Review, reorganize, and reassign officials, civil servants, and public employees at the commune, ward, and special zone levels.

Ho Chi Minh City is currently conducting a review, reorganization, reassignment, and rotation of officials, civil servants, and public employees in communes, wards, and special zones; while also strengthening the workforce by transferring officials from departments and agencies to the commune level.

The People's Committee has just issued Project No. 4353/DA-UBND to review, arrange, and assign cadres, civil servants, and public employees in communes, wards, and special zones (Personnel staffing of commune-level People's Committees) in the city (the Project).

According to the Plan, the staffing of the People's Committee at the commune level will be implemented according to the norms stipulated in Official Letter No. 09/CV-BCĐ dated May 30, 2025, of the Steering Committee for the implementation of the rearrangement of administrative units at all levels and the construction of a two-tiered local government organizational model of the Government (Government Steering Committee). Specifically: Each commune-level administrative unit will temporarily have an average of 32 staff positions.

According to the aforementioned document, based on the population size reported by the National Assembly Standing Committee when reorganizing administrative units, the number of staff positions at the 168 commune-level People's Committees of Ho Chi Minh City is 9,539. However, the staff positions currently allocated according to decisions of Ho Chi Minh City, Binh Duong , and Ba Ria - Vung Tau (before the merger) are 11,185. Thus, there is currently an excess of 1,646 positions.

According to the plan, the allocation of "personnel quotas" between the Party Committee, the Fatherland Front (MTTQ), and the People's Committee at the commune level is currently based on the existing number of personnel before July 1, 2025, and does not closely reflect the tasks to be performed when implementing the two-tiered local government model. During the operation of agencies and units, the need arises to coordinate and allocate "personnel quotas" from the Party Committee, the Fatherland Front, and the People's Committee at the commune level and vice versa, ensuring the selection of personnel suitable for the tasks of each specialized unit.

Specifically: 3 out of 168 communes and wards have not yet appointed a Deputy Head of the Economic and Budget Committee (Vinh Loc, Tan Hai, and Hoa Hoi wards); 2 communes and wards have not yet appointed a Deputy Head of the Culture and Social Affairs Committee (An Hoi Dong and Binh Chau communes); there is a shortage of 2 Deputy Chairmen of the People's Committee at Vinh Hoi ward and Con Dao special zone; there are currently 60 vacant positions for heads and heads of specialized departments under the People's Committee at the commune level (including 22 heads and 38 deputy heads)...

The current situation regarding the placement of professional civil servants (not holding leadership or management positions) according to the job positions outlined in Circular No. 7415/BNV-CCVC dated August 31, 2025, from the Ministry of Interior shows both shortages and surpluses. Specifically, there is a total surplus of 1,052 civil servants (908 in the former Ho Chi Minh City, 58 in the former Binh Duong, and 86 in the former Ba Ria – Vung Tau), while the total shortage is 935 (506 in the former Ho Chi Minh City, 304 in the former Binh Duong, and 125 in the former Ba Ria – Vung Tau).

The report also indicated that the professional training level of some officials and civil servants does not meet the general standards as stipulated in Official Letter No. 11/CV-BCĐ.

The proposal states that the cause of this situation is due to the fact that the arrangement and allocation of "personnel for commune-level People's Committees" was carried out in a rushed manner, with tight deadlines and a need for early completion. Therefore, there was not enough time for thorough evaluation and review before the allocation.

The arrangement and allocation of "personnel for commune-level People's Committees" as directed by some district-level Party committees in the past was not truly objective or scientific; the personnel plans and projects for the new commune level did not rationally allocate the structure, professional qualifications, specialization, and experience of civil servants.

The plan proposes five groups of solutions to address the surplus of 1,052 civil servants and the shortage of 935 civil servants in 27 job positions (excluding one assistant to the Military Command): Internal reorganization within communes (reviewing and transferring personnel between "surplus" and "shortage" positions within departments and between specialized departments of the commune-level People's Committee); transferring surplus personnel from commune-level People's Committees to commune-level People's Committees with shortages (an estimated 472 civil servants); reviewing and transferring personnel between Party Committees and Fatherland Front Committees at one commune level and People's Committees at another; transferring and strengthening civil servants from departments and agencies to the locality; and strengthening training, retraining, and professional development for commune-level officials and civil servants to effectively carry out the tasks of the local government.

According to the plan, the Department of Internal Affairs, other departments, agencies, and the People's Committees of communes will carry out the above tasks and complete them before January 15, 2026.
