Ho Chi Minh City contributes ideas to perfecting the draft Charter of Vietnam Trade Union

On the afternoon of December 5, in Ho Chi Minh City, the Local Management Working Group No. 3 under the Ho Chi Minh City Labor Federation held a conference to collect opinions from grassroots union officials, wards and enterprises on the draft Charter of the Vietnam Trade Union (amended and supplemented).

The program attracted comments from nearly 50 ward union chairmen and businesses with many workers in export processing zones, industrial parks, and high-tech parks in the city.

According to Ms. Nguyen Thi Tuyet Thanh, Chairwoman of Thanh My Tay Ward Trade Union, it is necessary to specifically define the functions and appropriate financial distribution mechanism so that the ward trade union can proactively take care of union members and workers.

Sharing the same view on the urgency of renewing the Charter, Mr. Vo Khac Binh, Deputy Head of the Local Management Working Group No. 3, said that the change in the government apparatus requires adjusting the Charter to suit reality and help grassroots unions more conveniently perform their tasks.

In addition, many discussions at the event focused on perfecting regulations on trade union organizations at all levels, with the highlight being the proposal to add specific trade union models such as ward and commune trade unions, industrial park trade unions or group trade unions.

At the same time, some delegates said that clarifying the position, role, functions and powers of ward and commune trade unions will help improve operational efficiency, especially in conditions where there is no longer a direct superior trade union at the grassroots level.

The issue of collecting union dues continues to receive many opinions, in which many delegates proposed to unify the contribution level based on salary as the basis for social insurance contributions or the regional minimum wage.

Some delegates reported that businesses do not publicize their payroll, making it difficult to collect fees as well as inspect and supervise. In addition, many opinions suggested promoting digital transformation in union member management to meet the requirements of the new period.

At the end of the conference, the Regional Management Working Group No. 3 fully recorded the comments to recommend the Vietnam General Confederation of Labor to complete the draft Charter, aiming to ensure the role of the Vietnam Trade Union is promoted more strongly in the coming time.
