Ho Chi Minh City deploys digital citizen application, connects and integrates identification system

Accordingly, Ho Chi Minh City is the first locality in the country to complete the digitization of four types of civil registration books: marriage registration books, birth registration books, death registration books, and parent-child registration books, with a total of over 12.8 million records; all digitized civil registration data of the city has been synchronized with the civil registration database of the Ministry of Justice . From June 15, 2022, the city has been issuing copies of marriage, birth, death, and parent-child registration extracts from the city's shared data warehouse to citizens without being dependent on the place of registration, the place where the civil registration books are stored, or the place of residence.

Ho Chi Minh City has also established a shared city data warehouse with 45 database groups across various sectors; databases of documents and administrative records of the City People's Committee, departments, districts, Thu Duc City; databases of administrative procedures; and a comprehensive database of socio-economic information. In addition, the city has also completed the creation of a GIS data warehouse with 201 GIS data layers (maps + attributes).

Since October 2022, the city has implemented a centralized administrative procedure processing information system, whereby all results of administrative procedure processing are digitized. The City People's Council issued Resolution No. 07/2024/NQ-HĐND dated May 19, 2024, stipulating the collection of fees for administrative procedures using online public services in the city (applying a fee rate of 0 VND for administrative procedures through online public services from May 29, 2024, to December 31, 2025) for 5 types of fees (98 administrative procedures).

Regarding online public services, the city government has been very proactive in directing agencies and units to regularly review, restructure, and simplify administrative procedures. As of September 20, 2024, the Chairman of the People's Committee of Ho Chi Minh City has approved 1,180 out of 1,695 restructured internal procedures, including a reduction in processing time (saving more than 3,512 working hours) and a simplification of steps in the process (all 1,180 internal procedures have had 1 to 2 steps removed). The city has approved 966 lists of administrative procedures for online public services, including 611 full-process public services and 335 partial public services; and approved 1,695 internal procedures for handling administrative procedures applicable throughout the city.

In the coming period, the Ho Chi Minh City People's Committee requests that heads of units regularly review and assess the progress of the assigned tasks under Project 06, promptly complete outstanding tasks and those that have not met the deadlines; and focus on implementing solutions to address some issues identified as "bottlenecks".

Simultaneously, implement digital citizen applications, connecting and integrating the electronic identification and authentication system managed by the Ministry of Public Security (VNeID). Focus on effectively implementing the electronic health record model and issuing criminal record certificates through the VNeID application.

In addition, continue to focus on solutions to ensure that population data is always "accurate, complete, clean, and up-to-date," coordinating with departments and agencies to clean and enrich the city's shared data to serve the synchronization, connection, and sharing of data, thereby improving the quality of receiving and resolving administrative procedures for citizens and businesses in the city.

In addition, it is necessary to accelerate the implementation of lump-sum tax collection for individual business households and promote the deployment of electronic invoices generated from cash registers to combat tax evasion.
