Plan 0189/KH-UBND aims to build a fair, modern and integrated health system. The province strives to have 100% of commune-level health stations synchronously invested in facilities, equipment and human resources by 2030, while achieving the goal of universal health insurance coverage. In addition, the province aims to rotate and mobilize at least 64 doctors each year to commune health stations in the period 2026-2030, moving towards having enough permanent doctors at the grassroots level. Other contents such as strengthening health communication and education , improving preventive medicine capacity, promoting the application of science and technology and digital transformation in the health sector are also being strongly implemented.
Accordingly, the Department of Agriculture and Environment requested the People's Committees of communes and wards to closely coordinate with the Department of Health and the Department of Construction to review the current land status, identify suitable locations for the construction of health stations, clinics or expansion of the grassroots health system. These lands must be updated in the General Construction Plan of communes and wards and the Planning and Land Use Plan at the commune level, to ensure consistency, synchronization and feasibility when implementing health projects. Early identification of suitable land funds will help localities be more proactive in mobilizing resources and implementing investments according to the set roadmap.
In addition to the task of determining land funds, the Department of Agriculture and Environment also requires localities to focus on accelerating site clearance work, ensuring the handover of clean land for health projects on schedule. Compensation, support and resettlement work must be implemented publicly, transparently, and in accordance with legal regulations, contributing to creating favorable conditions for health care facility investment projects to be quickly deployed and put into use. The timely handover of clean land is an important factor, determining the effectiveness of the entire process of implementing health projects in the coming period.
Prioritizing land allocation and accelerating site clearance is a breakthrough solution, creating an important foundation for the province to invest in building and upgrading the grassroots health system, ensuring that all people have access to basic, quality and convenient health services./.
