Early investment in the section of the Ninh Binh - Hai Phong expressway is recommended.
Previously, voters in Hai Phong submitted a written request to the Government and relevant ministries and agencies to pay attention to and allocate funds, and expedite the procedures for investing in several important infrastructure projects in the city.
These include the Ninh Binh - Hai Phong expressway project; upgrading and renovating corridor routes to leverage Hai Phong's favorable waterway conditions connecting with localities in the region; the new Lao Cai - Hanoi - Hai Phong railway line parallel to the Hanoi - Hai Phong expressway; the next berths at the Lach Huyen international gateway port; ports in the South Do Son area; and projects to renovate and upgrade Cat Bi International Airport.

The Ministry of Transport said that according to the road network plan, the Ninh Binh - Hai Phong expressway will be approximately 109 km long, with 4 lanes, and the investment process is scheduled to begin before 2030.
To date, most sections of the Ninh Binh - Hai Phong expressway have been assigned to local authorities as the managing agency/competent agency and are currently undergoing investment. Only about 6km within Hai Phong city remains undeveloped.
The aforementioned 6km section has had its investment policy report prepared. However, due to resource constraints, funding for this section has not been allocated during the 2021-2025 period.
The Ministry of Transport affirmed that during the process of developing the medium-term public investment plan for the coming period, based on the ability to balance resources and the principles of capital allocation as prescribed, the Ministry of Transport will consider and report to the competent authorities to invest in this section of the route as soon as possible.
Regarding investment in the Lao Cai - Hanoi - Hai Phong railway line, according to the railway network plan, the Lao Cai - Hanoi - Hai Phong railway line will be approximately 380km long, double-track, with a gauge of 1,435mm. Of this, the Hanoi - Hai Phong section will be invested in before 2030, and the Hanoi - Lao Cai section will be invested in after 2030.
Currently, the Ministry of Transport is preparing a pre-feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project, with an estimated total investment of approximately 11 billion USD. The project is expected to be submitted to the National Assembly for approval in 2025, with construction beginning in 2027.
Enhancing waterway transport capacity
Regarding the upgrading and renovation of inland waterways, the Ministry of Transport informed that, according to the inland waterway infrastructure plan, Hai Phong city has planned 7 central waterway routes connecting Hai Phong city and neighboring localities.
Over the past period, the Ministry of Transport has consistently prioritized investment in projects to upgrade major waterways in order to improve transport capacity, facilitate the flow of large volumes of goods, minimize congestion, reduce the burden on the road system, and promote regional and inter-regional economic development.
During the period 2011-2020, the Ministry of Transport allocated 6,900 billion VND to invest in upgrading inland waterways in the Northern Delta region. Of this amount, 1,200 billion VND was prioritized for investment in the 250 km long Inland Waterway No. 1 connecting Quang Ninh - Hai Phong - Viet Tri.
In the coming period, the Ministry of Transport will continue to prioritize and allocate capital to invest in upgrading central inland waterways connecting Hai Phong city with other localities according to the plan, in order to improve waterway transport capacity. In particular, priority will be given to the project to upgrade the Quang Ninh - Hai Phong - Ninh Binh waterway via the Luoc River.
At the same time, the Ministry of Transport is assigning the Vietnam Inland Waterway Administration to develop a project "Improving container transport capacity on the Bac Ninh - Hai Phong inland waterway route" as a basis for investment in the next phase.
By 2027, the Lach Huyen port area will have 8 berths with a throughput capacity of 6 million TEU.
According to the detailed plan for the seaport cluster, by 2030 the Lach Huyen container terminal area will have 10-12 berths.
With the proposal to invest in additional berths at the Lach Huyen international gateway port, according to the detailed planning results of the seaport group submitted by the Ministry of Transport to the Prime Minister, by 2030 the Lach Huyen container terminal area will have 10-12 berths (including the previous investment phase).
To date, the Lach Huyen container port area has been invested in with 8 berths. Specifically, 2 berths (berths No. 1 and No. 2) have been operational since 2018, and 4 berths (berths No. 3, No. 4, No. 5, and No. 6) are currently under construction.
At the same time, construction procedures are underway for two berths (berths No. 7 and No. 8) in the area. The berths from No. 3 to No. 8 will be put into operation sequentially from 2024 to 2027.
Thus, by 2027, the Lach Huyen container terminal area will have 8 berths (from berth 1-8) with a total length of 3,300m and a container throughput capacity of 6 million TEU, in line with the approved planning roadmap, meeting the current and future cargo throughput needs in the area.
Regarding investment in the South Do Son port area, according to the Ministry of Transport, the South Do Son port area is planned to function as a gateway, combining international transshipment. Currently, the Ministry of Transport has submitted to the Prime Minister a detailed plan for the seaport clusters, in which by 2030, the investment and operation of two initial berths in the South Do Son port area will be completed.
After the detailed planning for the aforementioned group of seaports is approved, the Ministry of Transport will approve the detailed planning for the land and water area of Hai Phong seaport (including the Nam Do Son port area) as a basis for the Hai Phong City People's Committee to call for socialized investment.
Regarding the renovation and upgrading project of Cat Bi International Airport, the construction of passenger terminal T2 with a capacity of 5 million passengers per year has been approved by the Prime Minister with a total investment of 2,405 billion VND.
The Airports Corporation of Vietnam (ACV) approved the investment project in August 2023. The expected implementation schedule is approximately 18 months from the handover of the construction site.
However, the project's land clearance process is currently facing obstacles related to the procedures for transferring national defense land and handling and arranging land and property assets. Therefore, the Ministry of Transport requests the Hai Phong City People's Committee to closely coordinate with agencies and units under the Ministry of National Defense to resolve these issues definitively and hand over the land to the investor for project implementation, so that the project can be put into operation soon.
Regarding the Hai Phong City Climate Change Adaptation Development Project, funded by a World Bank loan, the proposal has been approved by the Prime Minister, with a total investment of approximately VND 9,900 billion. Currently, the Ministry of Planning and Investment is leading the appraisal of the pre-feasibility study report, with the project expected to commence in 2026 and be completed in 2030.
