Da Nang City Political School: Training civil servants to meet new tasks

Civil servant training is not only a regular and strategic task but also an urgent issue in the context of operating two-level local governments.

In response to that requirement, the Da Nang City Political School proactively implemented many fundamental and practical solutions, contributing to improving the quality of civil servants, aiming to build a professional, efficient, effective and productive civil service for the city.

Improving the capacity of civil servants

According to statistics, as of July 1, 2025, the number of civil servants in the agencies of the People's Council, agencies and administrative organizations under the People's Committee of Da Nang city is 2,692 people; the number of cadres and civil servants of the city's commune-level local government is 5,714 people.

Realizing the importance of building a team of civil servants, the City Party Committee and People's Committee of Da Nang City always pay attention to training and fostering to build a team of civil servants at all levels with sufficient qualities, capacity and prestige.

Currently, the civil servants of Da Nang City generally meet the standards of professional qualifications and political theory according to regulations. However, in the new context, the training of civil servants still needs to be given due attention.

Notably, the current level and quality of the team basically meet the requirements of the task, but still need to be improved to adapt to the rapid changes in practice. Many civil servants have received specialized training, suitable for the task of socio -economic development; however, leadership and management skills in the new context need to be focused on fostering...

Accordingly, the City Political School focuses on innovating the approach in developing training programs based on legal regulations on standards and conditions for each civil servant position, ensuring that civil servants are fully equipped with the necessary knowledge and skills before being appointed or nominated for candidacy.

At the same time, shift from purely training thinking to developing practical capacity, ensuring flexibility, linking with requirements from the employing agency and the need to study and improve the qualifications of civil servants.

Building a team of highly qualified civil servants with sharp thinking, flexible policy response capacity and the ability to effectively handle problems arising from practice.

In particular, it focuses on fostering skills to work in an international environment, the ability to integrate and use information technology effectively in handling work in cyberspace - indispensable capacities in the context of comprehensive administrative reform and strong digital transformation today.

Training in the new context

Under the close attention and direction of the Da Nang City Party Committee, comprehensive professional guidance from the Ho Chi Minh National Academy of Politics, along with the great efforts and determination of the staff and lecturers, the Da Nang City Political School has achieved level 1 standards according to regulations and is striving to achieve level 2 standards.

In the new context, Da Nang city adjusted its administrative boundaries, forming 94 commune-level administrative units (including 23 wards, 70 communes and 1 special zone), expanding the scope of management and posing many new requirements in state management, especially in mountainous areas, remote areas with uneven development conditions.

Faced with new requirements in developing the civil servant team, the City Political School focuses on innovating teaching content and methods in the direction of linking theory and practice, basic training with fostering titles, leadership and management skills; approaching new thinking in the context of an increasingly increasing, more diverse and richer amount of knowledge.

At the same time, the school enhances the responsibility of the teaching staff, aiming to improve overall quality, meeting the development requirements of the city in the new period.

Dr. Nguyen Dinh Thuan, Principal of Da Nang City Political School, said that the school is currently focusing on training political theory according to regulations; training knowledge and state management skills for civil servants in charge of leading and managing departments at the commune level; and training according to the requirements of professional and technical job positions.

Focus on building high-quality training program content, accessing new knowledge, meeting the requirements of staff development in the new period.

The school also proactively adjusts the training program content in accordance with the orientation of newly issued Party documents, in order to ensure unity in perception and action of civil servants.

Dr. Nguyen Dinh Thuan said: “To build a professional and effective civil service, civil servants need to be equipped not only with specialized knowledge but also with practical skills, especially digital skills and integration capabilities.

In the coming time, the City Political School will continue to promote the exemplary role of the leadership and management team, while improving the quality of training and fostering comprehensively, meeting the increasingly high requirements from practice."
