The school collects money but has not paid health insurance for students for nearly 9 months.

On September 28, Mr. Ta Duc Hau, Deputy Director of the Social Insurance Agency of Dak Lak province, said that the unit had sent staff to work with Mac Thi Buoi Primary School (Ea Tu commune, Buon Ma Thuot city) to clarify the information that parents paid money but the school did not renew the health insurance card for students.

Through working, the provincial Social Insurance said that in the 2023-2024 school year, the total number of students at Mac Thi Buoi Primary School is 316, the number of students subject to health insurance is 298, the number of students who have participated in health insurance is 144, reaching a rate of 48.32%; the number of students who have not participated in health insurance is 154. On September 24, the provincial Social Insurance received applications for health insurance participation for 79 students. After checking, it was found that these students had interrupted for more than 3 months; therefore, according to regulations, the health insurance cards of these 79 students will be valid from the date of payment to the Social Insurance agency.

Many students of Mac Thi Buoi Primary School had their benefits affected because they had paid but the school was slow to renew their health insurance cards.

However, according to Mr. Hau, by September 28, through inspection, up to 83 students had paid money to the school in December 2023 to renew their health insurance cards for 2024, but the school's health insurance staff did not transfer the money to the Social Insurance agency nor did they make a list of requests for health insurance cards to send to the Social Insurance agency.

Mr. Hau also said that collecting money from students but not paying and making a list to request card issuance is the school's fault and the school must be responsible for any medical expenses incurred by students from January 1 to September 27. This delay affects the rights of students; especially, participation in health insurance interrupted for more than 3 months will not be counted as 5 consecutive years.

“This is the only school in Dak Lak that has collected money from students but not renewed their health insurance cards. The provincial Social Insurance has requested the school to issue a written explanation for the reason for collecting money from students but not paying them and to make a list of students requesting renewal of their health insurance cards and commit to taking responsibility for these students if they incur medical expenses during the time they have not been granted health insurance cards. On that basis, to ensure the rights of students, the provincial Social Insurance will ask for opinions from superiors to handle the matter according to regulations,” Mr. Hau informed.

Regarding the above incident, a leader of the People's Committee of Buon Ma Thuot City said that the unit has directed the Board of Directors of Mac Thi Buoi Primary School to report and explain the matter of parents paying but the school not renewing the health insurance card for the students. Next week, the People's Committee will continue to clarify and have a direction to handle the case.

Previously, in July, a parent whose child studied at Mac Thi Buoi Primary School took her child to the hospital for medical treatment and was informed by the hospital that her child's health insurance card had expired for 7 months. When she went to the school to inquire, the parent learned that her child and many other students had paid since the end of 2023, but the school's clerical staff collected the money but had not renewed the health insurance card for many months.
