On October 27, the flood situation in the Central region is complicated, with the focus on Hue and Da Nang cities recording very heavy rainfall. Floodwaters on many rivers are at or above alert level 3 and are continuing to rise, exceeding historical flood peaks, causing widespread flooding and local isolation.

Currently, information work plays an important role in the management and direction of authorities as well as the proactive response to local floods by local authorities and people.

In recent days, the authorities of Hue and Da Nang cities have continuously updated hourly, widely informing people about the rainfall situation, water flow to large hydroelectric and irrigation reservoirs as well as discharge to downstream areas, warning areas at high risk of landslides, flooding, flash floods... through many official information channels such as: newspapers, social networking sites of the authorities. This is an important source of information to help the authorities of communes, wards and people grasp the situation, stay calm, proactively respond on the spot; at the same time, contribute to limiting the spread of false information that causes public panic at times when the rain and floods are "tense as a bowstring".

On the Facebook page "Information on Natural Disaster Prevention of Hue City" (under the Department of Irrigation and Climate Change of Hue City), brief and concise information about the flood level at the historical level above alert level 3 on Bo River and Huong River is continuously updated; current water level, water flow to and from the reservoirs of hydroelectric and irrigation reservoirs of Huong Dien, Binh Dien, Ta Trach; attached with the directive documents of the City People's Committee, and time-based news bulletins of the Hue City Hydrometeorological Station. These updated information always attract a large number of followers, shares, and interactions from the people of Hue City at this time.

In addition, the Department of Science and Technology of Hue City ensures smooth communication in all situations to serve the direction and command of flood response. The Hue City Smart Urban Monitoring and Operation Center strengthens propaganda and dissemination of information on forecasting, warning, and direction of response to natural disasters on the HueS platform, hotline 19001075, and smart broadcasting to serve disaster prevention and search and rescue.

In Da Nang, the City's Department of Water Resources and Irrigation Management is also continuously updating on the Facebook page "Da Nang City Disaster Prevention Information", the city's Call Center 1022 and other social networking platforms about emergency flood developments on the Vu Gia - Thu Bon river system; information on rainfall, flash flood and landslide warnings, as well as continuously updating information on the flood map in the area; at the same time, there are specific instructions for people to respond to flash floods and landslides...

With a natural area of ​​about 11,859 km2, proactively providing and spreading official information through many channels is making an important contribution to helping the authorities and people of communes and wards of Da Nang quickly implement specific response plans and scenarios to the flood situation in the locality, especially in the mountainous areas west of the city.

By the afternoon of October 27, the two cities of Hue and Da Nang recorded many areas deeply flooded, traffic was cut off, and local authorities evacuated thousands of people in dangerous areas to safe places. The updated and synthesized information and images from the grassroots also helped the leaders of the two cities urgently deploy forces and means to support response at "hot spots" that are surrounded and isolated by floodwaters.

With the cascade hydropower system, the operation and regulation of water during the rainy season of these reservoirs in Hue and Da Nang cities plays an important role in helping to cut and reduce floods for the downstream area. Hue city currently has 56 irrigation reservoirs, 13 hydropower reservoirs with a total installed capacity of over 459 MW, a total water capacity of about 2 billion m3. The operation and regulation of water of reservoirs in Hue city is carried out according to Decision 1606/QD-TTg dated November 13, 2019 of the Prime Minister on promulgating the Inter-reservoir Operation Procedures in the Huong River Basin and single-reservoir operation procedures approved by competent authorities.

The orders to regulate water discharge to the downstream of hydroelectric reservoirs were quickly posted by the Department of Irrigation and Climate Change of Hue City to help the authorities and people in the downstream areas have the mindset and time to prepare for adaptation, helping to minimize any unfortunate damage to people and property that may occur.

Da Nang City also has many large irrigation and hydroelectric reservoirs. The operation and regulation of water of large reservoirs in the city is being carried out according to Decision 1865/QD-TTg dated December 23, 2019 of the Prime Minister on promulgating the Inter-reservoir Operation Procedure in the Vu Gia - Thu Bon River Basin. According to the Department of Water Resources and Irrigation Management of Da Nang City, currently, the hydroelectric reservoirs of Song Tranh 2, A Vuong, Song Bung 4, Song Bung 2, Dak Mi 4 are operating to cut and reduce floods for the downstream areas.

With the historical flood situation forecast to continue in the coming days, ensuring smooth and timely information from the city level to the commune and ward authorities, to each individual and vice versa will contribute significantly to improving the effectiveness of responding to this natural disaster.
