Tuyen Quang promotes prevention and response to non-traditional security threats

VHO - On December 5, the People's Committee of Tuyen Quang province issued a document directing the implementation of the Conclusion of Prime Minister Pham Minh Chinh at the National Conference to deploy Resolution No. 147/NQ-CP of the Government on the National Comprehensive Strategy for Prevention and Response to Non-Traditional Security Threats to 2030, with a vision to 2045.

Accordingly, the People's Committee of Tuyen Quang province requested departments, branches and People's Committees of communes and wards to continue to thoroughly grasp the Party and State's viewpoints on the urgent nature and comprehensive impact of non-traditional security threats on social life. In the context of globalization and the strong development of science and technology , non-traditional security risks are becoming increasingly complex and extreme, requiring all levels and branches to shift from passive response to proactive and comprehensive management.

The Provincial People's Committee assigned tasks to each agency and unit to focus on effectively implementing the tasks to ensure the implementation of the "Six Clarities": clear people, clear work, clear progress, clear authority, clear responsibility and clear results.

Some key tasks are emphasized: Strengthening propaganda on non-traditional security risks and the content of Resolution 147/NQ-CP in the province. The Provincial Police Department will coordinate with press agencies, cultural sectors and commune-level People's Committees to regularly and widely deploy.

Review and complete the legal system, propose amendments to documents that are no longer suitable; supplement new regulations to enhance the effectiveness and efficiency of state management in this field, chaired by the Department of Justice.

Develop a mechanism to mobilize resources for prevention and response to non-traditional security threats; at the same time, allocate local resources according to the guidance of the Ministry of Finance , to be completed before December 31, 2026.

Update and supplement the national database on non-traditional security. The Provincial Police will coordinate with departments, branches and localities to build a database by field and scope of responsibility, to be completed before December 31, 2026.

Strengthen foreign cooperation, especially with localities on the opposite side of China, in preventing and responding to non-traditional security threats in border communes.

Assign Tuyen Quang Provincial Police to act as the standing agency, assisting the Provincial People's Committee in monitoring, urging, inspecting; synthesizing implementation results; advising on organizing preliminary and final summaries and proposing rewards for collectives and individuals with achievements.

The People's Committee of Tuyen Quang province requests heads of departments, branches and chairmen of commune and ward people's committees to seriously deploy and ensure full and effective implementation of assigned tasks, contributing to improving the capacity to prevent and respond to non-traditional security risks, serving the sustainable development of the province and the country.
