The Provincial People's Committee held its regular November meeting.

On December 3rd, the Provincial People's Committee held its regular monthly meeting for November 2024 to review the results of socio-economic development tasks for the month and to implement tasks for the final month of the year. Continuing their efforts, working together in unity, overcoming difficulties, and mitigating the consequences of Typhoon No. 3, in November, all levels, sectors, and localities of the province continuously united and resolutely implemented the set goals and plans effectively. By the end of November, the province's socio-economic development tasks remained stable.

Specifically, the industrial production index (IP) increased by 7.8% year-on-year in 2023, and the cumulative increase for the first 11 months was 7.55%. The manufacturing industry continued to play a key role in driving economic growth with a growth rate of 21.66%, and a cumulative increase of 26.45% for the first 11 months. The service and tourism sectors achieved significant results; the province implemented many events to stimulate tourism demand, with the total number of visitors to the province reaching nearly 18 million by the end of November, an increase of 21% compared to the same period last year, including 3.45 million international visitors…

The provincial People's Committee has paid close attention to the leadership, direction, and management of budget revenue and expenditure. Total state budget revenue for the first 11 months reached VND 47,543 billion, equivalent to 89% of the central government's projected target (VND 53,212 billion). Of this, 11 out of 16 revenue items exceeded or achieved the average collection rate. Administrative reform and improvement of the investment and business environment continue to be prioritized, addressing and resolving difficulties and obstacles for citizens and businesses.

At the meeting, leaders of departments, sectors, and localities spoke, clarifying the results of tasks performed in November and the first 11 months of the year, and proposing solutions to accelerate progress in areas and targets that had not yet met the set deadlines in the final month of the year. They also contributed opinions to supplement and develop the plan, goals, and tasks for socio-economic development in 2025, with 17 key indicators projected to be linked to the goals, resolutions, action programs, and specialized resolutions of the province for the entire 2020-2025 term.

Speaking at the conference, Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, affirmed: In November, the entire political system of the province united to overcome difficulties and focused on implementing the directives of the Central Government and the province. This ensured the growth target for the fourth quarter, making a significant contribution to boosting economic growth for the whole year of 2024.

The comrade emphasized: With very little time remaining in the year, departments, agencies, and localities need to continue identifying difficulties, focusing on resolving them, specifying each task, having clear scenarios, and assigning specific responsibilities to ensure the completion of the set targets. Continue reviewing and updating the socio-economic development targets for 2025 to submit to the Provincial People's Council, and issue a plan that closely reflects the actual situation; the Provincial People's Committee and its members should proactively implement the Provincial People's Council's plans immediately after their issuance. The view is to exceed the plan, making 2025 a breakthrough year to achieve the goals of the 15th Provincial Party Congress and prepare for a solid start in the new term.

In his specific directives, he requested a focus on managing finances and the budget; urging the collection of tax and fee targets, ensuring timely and accurate collection according to the assigned legal budget; promptly completing and approving the land price list; and accelerating the construction progress of key projects. Investors were instructed to continue strictly implementing the province's directives to expedite the recovery of advance payments; and to promptly accelerate the final settlement of completed projects, resolving outstanding issues and preventing them from being carried over to the next phase.

In addition, continue to facilitate and support the processing and manufacturing industries, maximizing production capacity and output; especially focusing on providing maximum support to the coal industry to accelerate the implementation of production and business plans and the automobile production plan of Thanh Cong Group . Continue to develop new, high-quality tourism products; organize programs, events, and activities to stimulate tourism in Quang Ninh province in the last month of 2024; strengthen trade management, ensuring solutions to balance supply and demand, stabilize the market, and meet the shopping needs of people during the year-end period.
