On the afternoon of January 10th, the Ninh Binh Provincial Party Committee held a conference to summarize the Party's inspection, supervision, and disciplinary enforcement work in 2023 and to implement key tasks for 2024. Provincial Party Secretary Doan Minh Huan chaired the conference.

In 2023, along with the inspection sector nationwide, the Party committees, Party organizations, and Inspection Committees at all levels within the Ninh Binh Provincial Party Committee continued to innovate and improve the effectiveness and efficiency of Party inspection, supervision, and discipline work. They comprehensively implemented all tasks as stipulated in the Party Charter, focusing on key areas and decisively directing the implementation of tasks, creating a strong transformation in inspection and supervision work.
The inspection and supervision focus on the implementation of Party regulations, State policies and laws; manifestations of ideological, political, moral and lifestyle degradation; "self-evolution" and "self-transformation"; the performance of assigned duties and responsibilities; regulations on what Party members are not allowed to do; declaration of assets and income; and the implementation of regulations on the exemplary conduct of cadres and Party members, especially heads of Party committees and key leaders.
As a result, in 2023, Party committees at all levels within the provincial Party organization directly inspected 1,121 Party organizations and members; conducted thematic supervision of 883 Party organizations and members, and disciplined 2 Party organizations and 226 Party members. The Party Discipline Inspection Committees at all levels conducted inspections when there were signs of violations against 734 Party organizations and members, supervised 950 Party organizations and members, and disciplined 1 Party organization and 65 Party members.
Party inspections, supervision, and disciplinary enforcement were carried out rigorously, seriously, with quality and effectiveness, ensuring adherence to the principles, procedures, and regulations of the Central Committee; the handling of complaints and denunciations by Party committees and Inspection Committees at all levels was emphasized and strengthened; the review, verification, and handling of cases were conducted fairly, accurately, and promptly; conclusions clearly identified strengths, weaknesses, nature, extent, harm, and causes of violations by cadres and Party members; and this was supported by cadres, Party members, and the people, contributing to maintaining Party discipline and order, while creating momentum and favorable conditions for the military and people in the province to implement socio-economic development.
Following disciplinary action, the Party organizations and members who violated the rules have correctly understood and complied with the decisions of the competent Party organizations. There have been no complaints regarding Party discipline, and the local situation and units have remained stable, with internal unity and cohesion. The results of the inspection, supervision, and disciplinary enforcement work of the Provincial Party Committee have made a positive contribution to the successful implementation of the province's political tasks.

In his concluding remarks at the conference, Provincial Party Secretary Doan Minh Huan affirmed the outstanding results in the Party's inspection, supervision, and disciplinary work in 2023, especially the innovations in leadership and guidance methods in inspection and supervision work, effectively implementing the motto "inspection must be focused and targeted, supervision must be broad," contributing to warning, deterring, early detection, and prevention of violations. The handling of violations demonstrated both the strictness and humanity of the Party.
The Provincial Party Committee's Inspection Commission has clearly demonstrated proactiveness, thoroughness, and decisiveness in advising the Provincial Party Standing Committee on leading and directing inspection, supervision, and disciplinary enforcement within the Party; and has been quick and proactive in advising on rectifying shortcomings and limitations pointed out by the Central Party Inspection Commission after inspections. The results of inspection, supervision, and disciplinary enforcement within the Party have made a significant contribution to Party building and rectification, preventing degradation, and tightening discipline and order within the Party.
Emphasizing the role of inspection and supervision in Party building and the province's key tasks in 2024 - a year of accelerated implementation of the Resolution of the 13th National Party Congress and the Resolution of the 22nd Provincial Party Congress - Secretary of the Youth Union Minh Huan requested that Party committees, Party organizations, and inspection committees at all levels continue to closely follow the Central Committee's guidance, review the results of inspection and supervision work from the beginning of the term to the present, and compare them with the targets and tasks according to the Resolution of the 22nd Provincial Party Congress and Resolution No. 03 dated July 12, 2021, of the Provincial Party Committee to develop a specific roadmap and solutions to ensure the completion of the set targets.
Provincial Party Secretary Doan Minh Huan also noted that inspection and supervision work must actively and proactively participate in resolving "bottlenecks" and "obstacles" in mechanisms and policies, contributing to innovation, creativity, and creating momentum for development. The content and subjects of inspection and supervision should focus on sensitive areas prone to corruption and negative practices, prominent and pressing social issues, internal disunity; violations in highly specialized fields, and closed-off operations… thereby promptly preventing and deterring wrongdoings from an early stage and from afar.
Furthermore, it is necessary to strengthen training and development to improve the quality of inspection staff at all levels, focusing on cultivating their courage, fighting spirit, and self-learning and self-improvement. Emphasis should be placed on information and communication, especially the public announcement of inspection, supervision, and disciplinary results through mass media, thereby enhancing the educational and deterrent effect and fostering consensus among officials, Party members, and the people…
On this occasion, the Provincial Party Committee's Inspection Commission and many collectives and individuals in the provincial Party Inspection sector who have achieved outstanding results were honored and commended by the Chairman of the Provincial People's Committee.
