Painter Bui Quang Ngoc was born in 1934 in Quang Trach ( Quang Binh province ) into a poor, patriotic scholarly family. He was also one of the first students of the Vietnam Fine Arts University.
Thanks to his talent, even while studying at the Vietnam Fine Arts School in Hanoi (1955-1959), he was already famous for his sketches and preliminary drawings, which were considered on par with those of contemporary master Vietnamese painters.

In 1959, artist Bui Quang Ngoc graduated from the Vietnam Fine Arts University and was assigned to work at the Quang Ninh Department of Culture, specializing in painting propaganda posters.
Nguyen Hung, a person who was close to the artist Bui Quang Ngoc, said: "In contemporary Vietnamese art, Bui Quang Ngoc is perhaps one of the rare artists who is always deeply concerned about his profession. He reads a lot, watches a lot, travels a lot, speaks a lot, writes a lot about art, and paints a lot. That doesn't mean he has more 'artistic qualities.' But certainly, he is a person who lives with the aspiration to accomplish something in art."

Artist Bui Quang Ngoc had previously created works depicting renowned painters such as Nguyen Gia Tri, Bui Xuan Phai, Nguyen Tien Chung, Nguyen Sang, Van Cao, and famous writers and poets like Doan Phu Tu, Quang Dung, Huu Loan, Phan Vu, Hoang Cam, and Thai Ba Van, which were well-received by viewers. He passed away on December 1st in Ho Chi Minh City at the age of 91. His remains are laid to rest at 12 Hung Thai 2 Street, Tan Phong Ward, District 7, Ho Chi Minh City; the embalming ceremony will take place at 9:00 AM on December 2nd, and the procession will depart at 2:15 PM on December 4th, after which he will be cremated at Da Phuoc Crematorium (Binh Chanh District, Ho Chi Minh City).
