Industrial Internet – A Platform for Innovation and Breakthroughs in Dong Nai Province
In the context of the rapidly unfolding Fourth Industrial Revolution, the Industrial Internet is becoming a core platform driving growth, modernization of production, and the development of a digital economy . Vietnam is shifting from traditional connectivity to the Internet of Things (IoT), developing digital infrastructure in a modern, synchronized, secure, and efficient manner – in line with the spirit of Resolution No. 57-NQ/TW.
This is a strategic opportunity for localities like Dong Nai – one of the provinces with high economic and industrial development rates – to take the lead in applying digital infrastructure, smart connectivity, and innovating growth models. With clear direction and a solid industrial foundation, Dong Nai is asserting its role as a leading force in the process of industrialization and modernization associated with comprehensive digital transformation.

Mr. Do Quang Trung, Head of the Vietnam Internet Center's Ho Chi Minh City Branch, delivered a speech at the ceremony.
Speaking at the ceremony, Mr. Do Quang Trung, Head of the Vietnam Internet Center's Ho Chi Minh City Branch, affirmed: " This signing not only marks the connection between the two units but also opens up a framework for extensive cooperation, aiming for sustainable values in the management and development of local Internet resources. We are committed to closely, responsibly, and flexibly coordinating with the Department of Science and Technology of Dong Nai province to ensure the effective implementation of the cooperation contents. This will contribute to improving the indicators of e-commerce (EBI), digital transformation (DTI), innovation (GII), digital infrastructure development, digital economy, and digital society in Dong Nai province."

On the local side, Mr. Pham Van Trinh, Director of the Department of Science and Technology of Dong Nai province, said: "In the coming time, the coordination between the two units will continue to be strengthened, becoming more substantive and bringing concrete results, making practical contributions to the goal of developing the digital economy and digital society of the province. The Department will act as the focal point to connect and work alongside the Vietnam Internet Center Branch in Ho Chi Minh City and relevant parties to effectively implement cooperation contents, spreading them to the community of people, businesses, households and organizations throughout the province."
Three pillars – Seven areas of cooperation: Aiming to develop digital resource infrastructure, pioneering the next generation of the Internet.
The agreement between the two entities focuses on three main pillars of cooperation:
Firstly , strengthen coordination in the management and promotion of the use of local Internet resources, ensuring efficiency and synchronization to serve the goals of developing digital infrastructure, digital transformation, digital economy, and digital society as directed by the Government.
Secondly, it is necessary to raise awareness among the community, citizens, businesses, and households about the benefits and safety requirements for registering and using national Internet resources – especially the national ".vn" domain name – to ensure reliable and sustainable online activities.
Thirdly, developing human resources and enhancing management capacity through sharing experiences, information, and data; providing solutions and online tools for management; promoting the efficient use of Internet resources; and ensuring the security of Internet resources .
Based on that, the two sides agreed to implement seven specific areas of cooperation:
Firstly , coordinate the implementation of activities to manage, inspect, and monitor the efficient use of national Internet resources (including ".vn" domain names and IP/ASN); strengthen coordination in inspecting, monitoring, and managing international domain names (abbreviated as OMN) at the local level annually .
Secondly, promote the use of the national ".vn" domain name through the effective implementation of key programs, especially the "Program under Decision No. 826/QD-BTTTT of the Ministry of Information and Communications on supporting people, businesses, and business households to have a reliable and secure online presence with digital services using the national .vn domain name in provinces and cities in the period 2024-2025". Strive to achieve a domain name registration rate of 60-70% of the total number of eligible beneficiaries. The program contributes to improving indicators related to e-commerce (EBI), digital transformation (DTI), and global innovation (GII).
Thirdly, promote the deployment of applications, transform IT infrastructure, and connect the Internet to the new generation IPv6, develop the industrial Internet, the Internet of Things (IoT), etc. Support the planning of connecting the province's network infrastructure to the National Internet Exchange Point (VNIX) system to ensure sustainable development; develop a provincial-level VNIX member ecosystem.
The father's role is to support human resource development; build a core team at the local level that can support the deployment of Internet resources (domain names, IPv6, etc.); and coordinate the organization of training courses and specialized workshops for technical staff of state agencies, businesses, and universities in the field of Internet resources.
Fifthly, sharing data and information on Internet resource management (information on Internet resource usage registration, i-Speed, etc.) to serve the development of the digital economy and society, and the quality of Internet access services on a quarterly basis.
Sixth, organize conferences, seminars, training courses, and awareness campaigns on registering and using Internet resources; organize domestic and international conferences and seminars related to the Internet field.
Seventh, coordinate the dissemination and promotion of the i-Speed by VNNIC internet speed measurement application to local people, with the goal of increasing the number of test samples in the area, supporting state agencies in creating a database and statistics that accurately reflect the actual quality of internet services in the area.

Leaders of the Vietnam Internet Center branch in Ho Chi Minh City and the Department of Science and Technology of Dong Nai province signed a cooperation agreement.
The proactive signing of a cooperation agreement between Dong Nai province and the national Internet resource management agency is a well-planned step, demonstrating the modern and practical thinking of the local government. This is also a way for the locality to realize the Government's digital development strategy for the 2026-2030 period, with clear goals for digital economic growth, smart urban development, and enhanced competitiveness.
