According to the decision, there are 21 rivers, canals and ditches with drainage functions that need to collect solid waste, water hyacinth, algae and grass with a frequency of 1 week/time.
The Ho Chi Minh City Technical Infrastructure Management Center (the Center) is responsible for annually developing a plan to collect and remove solid waste from canals and ditches with drainage functions.
In which, determine the demand, volume, number of routes, frequency, time, technology and submit to the Department of Construction of Ho Chi Minh City before October 20th of the planning year; Prepare the budget estimate, contractor selection plan and submit to the competent authority for appraisal and approval according to regulations.
Along with that, develop and approve technical operating procedures; Research and propose the use of advanced and modern technical means; Conduct inspection, supervision, sanction, acceptance, and payment for the provision of services for collecting and removing solid waste on rivers, canals, and ditches in accordance with current regulations.
The Ho Chi Minh City Department of Construction is responsible for assigning affiliated public service units to organize implementation according to the criteria that each route is managed by only one unified unit to ensure effective exploitation, maintenance and repair of rivers, canals and ditches; Organize appraisal and approval of plans, budget estimates and contractor selection plans.
At the same time, inspect and supervise the units directly managing and exploiting drainage routes in the work of collecting and removing solid waste, water hyacinth, and weeds on routes, canals, and ditches according to regulations.
